Where to live

Where to live in the South of France: cities compared

Of Montpellier, Toulouse, Marseille, Nice, Bordeaux and Lyon, Toulouse is cheapest to rent in (€13.98/m² a month, ANIL, Q3 2025) and Marseille cheapest to buy in (€3,186/m², 2025 sales median); in Monaco a flat averages €57,569/m² (IMSEE). Most of our Vibe South of France chat lives in Montpellier.

Which city in the South of France is “best” depends on what you count: rent, the price of a square metre, people of your own nearby or the train to Paris. We are the Vibe South of France community, and we have put into one table what we already checked in our guides to six cities and Monaco, then worked through the five pairs people compare most often. No table will tell you where you’ll be happy. That is a question for real people, and the place to ask is our Telegram chat: 700+ members, most of them in Montpellier. The chat’s shared language is Russian.

Six cities and Monaco in one table

The table sets six cities and Monaco side by side on four measures: ANIL-model rent (listings from Q3 2025), the price of a flat in 2025 DVF sales, people born in Russia in the 2023 INSEE census and members of our chat as of 25 October 2026.

What the numbers in the table mean.

Rent. ANIL’s “Carte des loyers 2025” model estimates what landlords ask in listings from Q3 2025, charges included. It is not the rent on signed leases. Any euro amounts further down are our own arithmetic: the T1-T2 rate times 37 m² (the reference T1-T2), or the all-flats rate times 52 m² (the reference flat).

Buying. The median is our own calculation from DVF, the tax authority’s open database of actual sales (DGFiP, updated 12 October 2026). We kept only ordinary sales of a single flat and left out new builds and the most extreme 1% of prices. It is our sample, not every sale in the city. Estate agents’ fees are usually not part of the DVF price.

Our people in the census. INSEE counts people born in Russia, not people who speak Russian, and this table does not break out Ukraine, Belarus or Kazakhstan. INSEE only publishes country of birth for areas of 500,000 residents or more. So Toulouse, Marseille and Lyon have a figure for the commune itself, while Montpellier, Nice and Bordeaux have one for the wider métropole (Montpellier Méditerranée Métropole, Métropole Nice Côte d’Azur, Bordeaux Métropole). Figures can only be compared within the same level. Among the communes, Marseille (1,313) is ahead of Lyon (1,054) and Toulouse (1,001). Among the métropoles, Nice (3,941) is far ahead of Bordeaux (989) and Montpellier (787).

The chat. This is our chat export of 25 October 2026: how many members name the city as their own, as where they are moving or as somewhere they travel to. Where the number is under three, we don’t give it.

Nice or Marseille

On money alone, Marseille is cheaper both ways. The ANIL model puts a flat in Nice at €20.43/m² a month; in Marseille it runs from €14.31 in the 14th arrondissement to €18.41 in the 7th, so even Marseille’s dearest district undercuts Nice. A T1-T2 is €22.74/m² in Nice and €16.16-20.64 in Marseille: for 37 m², about €841 against €598-764. In 2025 sales the median square metre of a flat was €4,848 in Nice and €3,186 in Marseille, so Nice costs roughly one and a half times as much.

But “Marseille” is sixteen very different arrondissements. The median is €1,368/m² in the 15th and €5,015/m² in the 7th, which is above the median for the whole of Nice. In our Marseille guide we say it plainly: before you sign, ask in the chat about the actual street.

They are different sizes, too. Marseille has 886,040 residents and is France’s second city; Nice has 357,737 (2023 census). The Météo-France 1991-2020 normals are close: July averages 25.2 °C in Marseille (the Marignane station) and 24.1 °C in Nice, January 7.7 and 9.5 °C, with 2,898 and 2,760 hours of sunshine a year. Marseille has the mistral. Nice airport is 7 km from town and tram T2 gets you to the centre in about 25 minutes; Marseille’s airport is at Marignane, 27 km out.

Our people. The census counts 3,941 people born in Russia in the Nice métropole and 1,313 in the commune of Marseille; the levels differ, so these figures can’t say which has more. In the chat it’s a tie, 4 members each. Nice has Saint Nicholas Cathedral (1912), and we checked 13 Russian and Eastern European shops there on 6 October 2026. Marseille has two Russian Orthodox parishes and two Saturday schools.

Who it suits. Nice, if you work on the Côte d’Azur or in Monaco and are ready to pay more per square metre. Marseille, if you want a big city by the sea for less and are willing to choose your arrondissement carefully. More in our guides to Nice and Marseille.

Bordeaux or Toulouse

Toulouse is cheaper than Bordeaux whether you rent or buy: a flat costs €13.98/m² a month against €15.99 in the ANIL model (Q3 2025 listings), and the 2025 sales median is €3,250/m² against €4,120. For a T1-T2 the rates are €16.33 and €18.54 per m²; in money, a 37 m² T1-T2 comes to about €604 against €686, and a 52 m² flat about €727 against €832. Buying in Bordeaux costs €870 more per square metre, over a quarter more. The direction is interesting too. In Bordeaux the median fell 2.3% over the year (the sharpest fall of the 19 cities we calculated), while in Toulouse it rose 2.1%.

Bordeaux has rent control (encadrement des loyers), but only in the commune itself and only for leases signed or renewed up to 24 November 2026; what comes after is for the state to decide. Mérignac, Talence and Pessac have no cap.

Toulouse is almost twice the size: about 514,819 residents (INSEE, 2023 census) against 267,991 in Bordeaux (2023 census). By the Météo-France 1991-2020 normals sunshine is roughly even, 2,075 hours a year at Toulouse-Blagnac and 2,070 at Bordeaux-Mérignac, but Bordeaux gets clearly more rain: 924.9 mm a year against 627 mm in Toulouse. Paris, on the other hand, is closer to Bordeaux: trains from 2 h 02 min and 27 a day, against about 4 h 35 min and 13 trains from Toulouse.

The two cities share a direct train: the Intercités from Bordeaux to Marseille runs through Agen, Montauban and Toulouse (SNCF Connect, 21 October 2026).

Our people. The census counts 989 people born in Russia in Bordeaux Métropole and 1,001 in the commune of Toulouse; different levels, so no direct comparison. In the chat, 3 members name Toulouse and fewer than three name Bordeaux. Toulouse also has a live link with us: its Mafia team has played with us twice, near Montpellier and in Montpellier; community meet-ups in Toulouse are in our events listing.

Who it suits. Bordeaux, if you travel to Paris often and don’t mind rain. Toulouse, if housing costs, sunshine and your own people nearby matter more and you rarely need Paris. More in our guides to Bordeaux and Toulouse.

Lyon or Marseille

A flat is cheaper to buy in Marseille than in Lyon, a 2025 sales median of €3,186/m² against €4,454 (our DVF calculation), and Marseille has more people born in Russia: 1,313 against 1,054 (INSEE 2023 census). This is the only pair where the census compares directly, as both cities have a figure for the commune; the gap is 259 people. The chat tells the same story: 4 members name Marseille, fewer than three name Lyon.

Rents overlap. Across Lyon’s arrondissements a flat costs €15.78-17.66/m² a month and a T1-T2 €18.43-20.31; in Marseille it is €14.31-18.41 and €16.16-20.64. Marseille’s cheapest arrondissements undercut anything in Lyon, while its dearest are even slightly above Lyon’s. In money, a 37 m² T1-T2 comes to about €680-750 in Lyon and €598-764 in Marseille. Lyon and Villeurbanne have rent control, until 25 November 2026 according to the Métropole de Lyon.

Buying in Lyon costs about 40% more, but its spread is narrower than Marseille’s, from €3,694 in the 5th arrondissement to €5,455 in the 6th.

The rest differs more than the prices do. Lyon has 519,127 residents (2023 census) plus 163,684 in neighbouring Villeurbanne; Marseille has 886,040. Lyon has no sea. Marseille gets 2,898 hours of sunshine a year and Lyon 2,050 (Météo-France 1991-2020 normals, Marignane and Lyon-Bron stations): almost 850 hours more by the sea. The fastest train from Lyon to Paris takes 1 h 56 min, from Marseille about 3 h 10 - 3 h 30.

Who it suits. Lyon, if work and travel pull you north towards Paris. Marseille, if you want the sea, more sun and a few more of your own people. Guides: Lyon, Marseille.

Monaco or Nice

Housing in Nice is far cheaper than in Monaco: a 2025 sales median of €4,848/m² (our DVF calculation) against an average of €57,569 (IMSEE), less than a tenth. But here you are choosing between two countries, not two cities. Monaco is a separate state: to live there more than three months a year, everyone aged 16 or over needs a residence card. Nationals of countries outside the EEA first need a visa D from a French consulate, and anyone who has lived in France for more than a year asks instead for a transfer of residency through the French Embassy in Monaco. Monaco residents pay no income tax (French nationals pay theirs in France).

Housing prices are in different leagues. Monaco saw 493 sales in 2025, and in Larvotto a square metre went for more than €70,000 (IMSEE). The two headline figures above use different methods (an IMSEE average against our DVF median), so take them as a rough guide, but the order of magnitude is clear. IMSEE has no rent statistics for Monaco, and we don’t use prices from blogs or agencies; in Nice the ANIL model gives €20.43/m² a month.

That is why many people choose both. According to IMSEE at the end of 2025, 81.5% of Monaco’s private-sector employees live in France, and the biggest share in Nice: more than 16,000 people, 27%. The commute is short: about 20 minutes on a TER train, with more than 50 trains a day (Oceanographic Museum of Monaco brochure, April 2026), or bus 600 at €2.10 with a contactless card (Monaco Tribune, February 2026). One caveat if you’re looking for work in the principality: Monegasques are hired first, then Monaco residents, then people living in the neighbouring communes (Cap-d’Ail, La Turbie, Beausoleil, Roquebrune-Cap-Martin) who have already worked in Monaco. Nice is not on that list.

Our people. Monaco has 1,209 Russian citizens and 361 Ukrainian citizens out of 38,857 residents (IMSEE, 2025); that is a count by citizenship and can’t be set against the INSEE census. In the chat, 4 members name Nice and fewer than three name Monaco.

Who it suits. Monaco, if your job and residency there are already sorted and the budget allows. Nice, for everyone else who works in Monaco: that is how one in four of the principality’s private-sector employees lives. More in our guides to Monaco and Nice, and on the page moving to Monaco.

Toulouse or Montpellier

On housing costs this pair is almost level. The median square metre of a flat in 2025 sales is €3,250 in Toulouse and €3,387 in Montpellier: €137 apart, about 4%. Renting is cheaper in Toulouse: €13.98/m² a month against €15.49, and a T1-T2 €16.33 against €17.93. For 37 m² that is about €604 against €663, and for a 52 m² flat about €727 against €805. On the other hand, public transport in Montpellier has been free for residents of the métropole with the Pass Gratuité since 21 December 2023 (montpellier.fr), and that is money the table doesn’t show.

Where they really differ is sea and sun. Montpellier is about 10 km from the Mediterranean and gets 2,705 hours of sunshine a year (Météo-France 1991-2020 normals, Montpellier-Aéroport station). From Toulouse the beaches of Gruissan are about 167 km away, an hour and a half by car, and the sun shines 2,075 hours (Toulouse-Blagnac station), but the Pyrenees are only one and a half to two hours off. Toulouse is the bigger city (about 514,819 residents at the 2023 INSEE census, against 310,240 in the 2023 census) and lives on aviation and space: Airbus has its headquarters here. To Paris, the TGV from Montpellier takes about 3 h 15 min, from Toulouse about 4 h 35. Between the two, the train takes about 2 h 20 min (according to our Toulouse guide).

Our people are the main difference. In the chat, 40 members name Montpellier and 3 name Toulouse. Montpellier is our home base: almost every past community meet-up has been in or around it, from barbecues to a sunset yacht trip in Carnon. In the census the two cities sit at different levels, 787 people born in Russia in the Montpellier métropole and 1,001 in the commune of Toulouse, so they can’t be compared. Toulouse is catching up: its Mafia team has already played with us twice, and from 30 October to 1 November 2026 we held the Slavic Weekend near Toulouse - a banya, Anti-Halloween, crayfish by a lake and Mafia. All meet-ups are in our events listing.

Who it suits. Montpellier, if you want the sea on your doorstep and to walk straight into a circle of your own people at real meet-ups. Toulouse, if you work in aviation or IT, want cheaper rent and don’t mind that meet-ups there are only getting started. Guides: Montpellier, Toulouse.

What this comparison leaves out

There are no prices for groceries, cafés or phone plans here: there is no recent official figure by city. Rent in Monaco is missing because neither IMSEE nor we have it. All climate figures here are Météo-France normals for the stations named next to each figure.

For more on individual cities, see the Cities section; for the pros and cons of the country as a whole, life in France; and for how many people born in Russia live in each département, Russians in France in the 2023 INSEE census. How to rent a flat without a French guarantor is covered in our guide renting a home in France.

Ask people who have already chosen

The numbers tell you what a square metre costs, not what life is like on a particular street. Our chat has 700+ members, and in almost every one of these cities there is someone who has rented, bought or moved from there to the next city along. Write which two cities you’re weighing up and what matters most to you: work, the sea, a school for your child or your own people nearby. The answers come from people who have been through it. Community meet-ups are in the events listing, and how it all works is on the page about the community.

Frequently asked questions

Where is it cheapest to live in the South of France?
Of the six cities on this page, Toulouse is cheapest to rent in: the ANIL model (Q3 2025 listings, charges included) gives €13.98/m² a month for a flat and €16.33/m² for a T1-T2, about €604 for 37 m² (our arithmetic). Nice is the dearest: €20.43/m², T1-T2 €22.74/m², about €841 for 37 m². To buy, Marseille is cheapest: a 2025 median of €3,186/m² (our DVF calculation). Béziers (€11.16/m²) and Perpignan (€12.18/m²) rent for even less.
Nice or Marseille: which is cheaper?
Marseille, for renting and for buying. Even its priciest district, the 7th arrondissement, comes out at €18.41/m² a month in the ANIL model, below Nice at €20.43/m². The median price of a flat in 2025 sales is €3,186/m² in Marseille against €4,848 in Nice, roughly one and a half times as much. Marseille varies hugely by arrondissement, though: from €1,368/m² in the 15th to €5,015/m² in the 7th.
Bordeaux or Toulouse: which is cheaper?
Toulouse. ANIL-model rent is €13.98/m² a month against €15.99/m² in Bordeaux (T1-T2: €16.33 against €18.54/m²), so a 37 m² T1-T2 comes to about €604 against €686 (our own arithmetic). The 2025 median for a flat is €3,250/m² in Toulouse and €4,120 in Bordeaux; over the year Bordeaux fell 2.3% while Toulouse rose 2.1%. Bordeaux is closer to Paris, though: trains from 2 h 02 min, against about 4 h 35 min from Toulouse.
Are there more Russians in Lyon or in Marseille?
The 2023 INSEE census counts 1,313 people born in Russia in the commune of Marseille and 1,054 in the commune of Lyon. That is country of birth, not language: Ukraine, Belarus and Kazakhstan are not shown separately in the table, and children born in France are not included. In our chat export of 25 October 2026, 4 members name Marseille as their city, new home or place they travel to, and fewer than three name Lyon.
Monaco or Nice: where is housing cheaper?
Nice, by a huge margin. A square metre in Monaco averaged €57,569 in 2025 (IMSEE), while the median in Nice sales was €4,848 (our calculation from DVF), less than a tenth of that. The methods differ, an IMSEE average against our median, so treat it as a rough guide. IMSEE publishes no rent statistics for Monaco; for Nice the ANIL model gives €20.43/m² a month.
How long does it take to get from Nice to Monaco?
About 20 minutes on a TER train, with more than 50 trains a day (Oceanographic Museum of Monaco brochure, April 2026). There is also bus 600, Nice - Monaco - Menton: €2.10 with a contactless card and €2.50 in cash (Monaco Tribune, February 2026). Plenty of people live this way: more than 16,000 of Monaco’s private-sector employees, 27% of the total, live in Nice (IMSEE, end of 2025).
Toulouse or Montpellier: where are more of our people?
In our chat, Montpellier: in the export of 25 October 2026, 40 members name it as their city, new home or place they travel to, and 3 name Toulouse. Almost every past community meet-up has been in or around Montpellier, and from 30 October to 1 November 2026 the Slavic Weekend took place near Toulouse: a banya, Anti-Halloween, crayfish by a lake and Mafia. All meet-ups are in our events listing. The census figures for the two cities are at different levels, so we don’t compare them.
