Russian speakers in Angers (France): churches, permits

Yes, Angers has addresses for Russian speakers: two Orthodox parishes of Russian tradition, a Romanian mission and two lycées that teach Russian, while the préfecture, CAF and CPAM are in the city itself. Vibe South of France began in the South, but our chat is open to all of France: say you're in Angers.

Russian-speaking Angers: what’s here

In short: Angers has somewhere to go on a Sunday and somewhere for a child to learn Russian, but for groceries you’ll have to travel or order. Our directory for the city lists churches: 3, of them parishes of Russian tradition: 2. Then there are two lycées where Russian is on the timetable. We found no Russian shop in business and no Saturday school, though we searched the SIRENE and RNA state registers and the web.

With paperwork, Angers has one quirk that’s better known in advance: the préfecture, CAF and CPAM are in the city, but OFII is not. When OFII sends a summons, you’ll travel to Rezé, in the neighbouring département of Loire-Atlantique. Details below.

Vibe South of France grew out of a chat for Russian speakers in Montpellier. Our meet-ups still happen in the South, but the chat has long been shared by the whole of France. Post in the chat that you're in Angers and ask which of ours live nearby.

Angers has 159,022 inhabitants (INSEE 2023 census), and its whole urban area 448,162. Since 2017 the city has been gaining 0.6% a year, split equally between natural growth and people moving in. It is the capital of the Maine-et-Loire département in the Pays de la Loire region.

Paperwork: the préfecture, OFII, CAF, CPAM

The Maine-et-Loire préfecture is at Place Michel-Debré, 49100 Angers. It is open Mon-Fri 9:00-12:30 and 14:00-16:15, by appointment only: you can’t get into the asylum and residence offices without a booking. You book on the préfecture’s page “Prendre un rendez-vous en ligne”. We couldn’t open the link to the separate booking site rdv.maine-et-loire.gouv.fr on 24 October 2026 (a certificate error), so go in through the préfecture’s main website.

How a first application is submitted depends on your status. Students, passeport talent, EU citizens, VLS-TS and renewals of the carte de résident go through the national ANEF portal. For other first applications there is a “hors ANEF” procedure: you fill in a form on the préfecture’s website, and if the application fits your situation, an invitation to an appointment comes by email. Note the exceptions: relatives of French citizens (spouses, parents, children), refugees and seasonal workers don’t use this form, they have their own procedures.

The préfecture doesn’t comment on processing times for ANEF files, but its FAQ has average figures (undated): a student permit 70 days, a passeport talent 30, other permits 60 to 200 days. That is why the préfecture’s advice on renewals is worth taking seriously: book 3 months before the permit expires.

If you can’t apply online, there is the digital access point (PAN). It works by appointment on Mondays, Tuesdays and Fridays from 9:15 to 12:30; how to book is written on the préfecture’s page. The PAN’s phone number differs between two of the préfecture’s pages, so we don’t give it. For questions about ANEF there is a contact centre, 0 806 001 620.

OFII for Angers is in Rezé. Maine-et-Loire has no directorate of its own, and the Nantes directorate covers it, at 93 bis rue de la Commune de 1871, 44400 Rezé. You go when summoned, and the hours in the state directory are from 2024, so go by the text of the summons.

CAF has one office in Angers itself, at 49 avenue Jeanne-d’Arc, open until 17:00 on weekdays. CPAM receives people in two places: in the Hauts-de-Saint-Aubin district only on Fridays and by appointment, and at the siège on rue Louis-Gain every weekday. You book through your ameli account, or without one on 36 46.

The general procedure is laid out in our guides titre de séjour, OFII and visa validation, CAF and APL and Carte Vitale and Sécu.

Work in Angers: who’s hiring

In the ANGERS employment pool, which means 69 communes around the city, employers plan to hire 18,290 people over 2026. They themselves call 47.6% of those hires hard to fill (43.8% across France). And here is what sets Angers apart from its neighbours: 39.9% of hires here are seasonal, against 32.2% nationally. This is France Travail’s BMO 2026 survey, carried out at the end of 2025: employers’ intentions, not open vacancies.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal
Vine and orchard growers (Viticulteurs, arboriculteurs)1,84056.0%95.7%
Farm workers (Agriculteurs)1,02045.1%97.1%
Nursing assistants (Aides-soignants)78032.1%41.0%
Cleaners of premises (Agents d’entretien de locaux)77045.5%19.5%
Hospital service staff (Agents de service hospitaliers)6309.5%54.0%

The first two rows are the harvest: almost all of those hires are seasonal. If you need a job for the whole year, look further down the list. The pool plans to hire 430 nurses and midwives, and employers call 88.4% of those hires hard to fill, more than in any row of the table. Trainers and teachers of adults (Formateurs) number 430 too, and none of them are seasonal.

Unemployment in the Angers employment area in the second quarter of 2026 was 8.1% (INSEE, the latest quarter’s data are provisional; DREETS Pays de la Loire table). That is exactly the average for France without the overseas départements, but higher than in the Maine-et-Loire département (7.3%) and in the region (6.8%). Over a year it has risen by 0.8 points. Angers itself has 96,040 jobs (2023 census): 53.3% in trade, transport and services, 37.2% in public administration, education, health and social work, and 5.1% in industry.

Who needs a work permit and how to register with France Travail is in our guide working in France; the SMIC and median pay are in salaries in France. We don’t post job ads, but in the chat you can ask which of our people work in your field.

Housing: renting, buying and HLM

On ANIL’s model, a flat in Angers averages €14.56/m² a month, and a T1-T2 €16.57/m². It is a forecast from Q3 2025 listings for a reference unfurnished flat with charges included: 52 m² for all flats and 37 m² for a T1-T2. These figures don’t show the rents in signed leases; they’re closer to what landlords ask in their ads. The source is credited the way the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

In money terms (our own arithmetic: the rate times the reference size), a 52 m² flat comes to roughly €757 a month and a 37 m² T1-T2 to about €613. That is almost level with Nantes (€754 and €613) and a little cheaper than Rennes (€773 and €636). The model for Angers draws on 29,741 listings.

In the communes of Angers Loire Métropole renting is cheaper, especially a T1-T2:

CommuneAll flats, €/m² a monthT1-T2, €/m² a month
Angers14.5616.57
Avrillé14.1616.47
Saint-Barthélemy-d’Anjou14.1515.41
Mûrs-Erigné13.7615.52
Les Ponts-de-Cé13.6115.34
Trélazé13.1514.90
Loire-Authion11.3913.85

In Loire-Authion a 37 m² T1-T2 costs about €100 a month less than in Angers, in Trélazé about €60 less (our own calculation).

There’s no rent cap in Angers. On the service-public page F1314 (checked on 1 August 2026) the encadrement des loyers outside Paris applies in Bordeaux, part of Grenoble-Alpes Métropole, Lille with Hellemmes and Lomme, Lyon with Villeurbanne, Montpellier and the Pays Basque. Angers is not on that list. How to put together a rental file without a French guarantor is in our guide to renting in France.

Buying an apartment in Angers: prices in 2025 sales

The median for flat sales in Angers in 2025 was €3,136/m². Exactly the same as a year earlier (€3,137): prices haven’t moved over the year. Half of the sales fell between €2,500 and €3,777/m². That’s our own calculation from 1,725 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no VEFA new builds and without the most extreme 1% of prices. By the same method Angers is roughly 15% cheaper than Rennes (€3,700/m²) and 7% cheaper than Nantes (€3,385/m²).

The median flat sold measured 57 m² and the median sale price was €158,500; these are two separate medians. By rooms: one-room €102,250, two-room €147,500, three-room €190,000. The dearest per metre is the one-room flat, at €3,930. Houses rose in price by 2.9% over the year: a median of €3,274/m² across 531 sales, and a median house price of €320,000 with 97 m². The agency’s commission is, as a rule, not part of the DVF price; taxes and the notaire are in our guide to property in France.

Social housing (HLM) in Angers

At the end of 2025 Angers had 12,034 active applications for social housing, and during 2025 1,985 households got a home: about 6 applications for every one housed (our own calculation). Almost six in ten of those housed, 1,167 households, waited less than a year.

Across Angers Loire Métropole as a whole about 18.7 thousand applications are in the queue, and for those who got a home the application was 16 months old on average. The délai anormalement long (the official “abnormally long wait”) in the metropolis is 30 months, in the rest of the département 24. After that you can turn to the DALO commission, but the wait alone is not enough: you also have to show that your current home doesn’t suit you in size or cost. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27 March 2026.

Just for us: churches, lycées, shops

Churches

The Parish of the Annunciation (Paroisse Orthodoxe de l’Annonciation) holds services in the chapel at 32 rue de la Brisepotière, 49100. It belongs to the Archdiocese of Orthodox Churches of Russian Tradition in Western Europe (Moscow Patriarchate). By the parish website for October 2026, the liturgy is at 10:00 on the second, third and fourth Sunday of the month; services are in French, by the new calendar. The liturgy is sometimes moved to another place, so look at the timetable on the parish website before you set out.

The parish of Saint-Dimitri-de-Paris is a vicariate of Russian tradition of the Ecumenical Patriarchate. It meets in the chapel of the Saint-Augustin priory, in the Justices district. The address is easy to get wrong: both the parish and the metropolis write “16 rue du Prieuré, 49100”, but there is no such street in Angers. By the Mérimée monuments database and the IGN geocoder, the priory stands at 16 chemin du Prieuré, 49000. By the parish’s history page (undated), services are three times a month: vespers or the all-night vigil on Saturday evening and the liturgy on Sunday morning. The website has no calendar for 2026, and the last blog entry is from 18 May 2025.

The Romanian mission of the Holy Apostle Thomas is in the list of the Romanian Metropolis: the chapel of Saint-Thomas, with the address in the list given as “5 Rue Lafontaine, 49000 Angers” (the IGN geocoder finds no street spelled that way in Angers, and the nearest is rue Jean de La Fontaine). It belongs to the Romanian Orthodox Church, we don’t pass it off as a Russian parish, and we found no recent signs of life from the mission.

Russian for children: two lycées

We found no Saturday Russian school in Angers. But you can study Russian within the ordinary school curriculum, in two lycées.

At the state Lycée Joachim du Bellay (1 avenue Marie Talet, 49100) Russian is a third foreign language (LVC), 3 hours a week: an option in the 2nde, and in the 1re and terminale one of the subjects to choose. Pupils are admitted to the lycée through the usual allocation (affectation). At the private Catholic Lycée Urbain Mongazon (1 rue du Colombier, 49000), which works under contract with the state, Russian is among the options of the 2nde and in the choice for the 1re and terminale. Tuition there is paid, and we haven’t checked the fee.

Shops and consulates

We found no Russian shop in business in Angers. The 2023 catalogue of Russian shops by L’Ours Magazine lists Nostalgie for the city, but in the SIRENE state register its only outlet was closed as long ago as 27 July 2011, so don’t make the trip. Our directory has Kavkaz Market in Nantes (39 boulevard Victor Hugo), with more in the guide to Nantes. Online shops that deliver across France are gathered in the directory of Russian shops, and what to use in place of tvorog we covered in our guide to tvorog.

There are no consulates in Angers. The consular sections of Russia, Ukraine, Belarus and Kazakhstan nearest to you are in Paris, with addresses gathered in the guide to Paris. Phone numbers, websites and how to book are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Our people in Angers and the chat

We haven’t held a meet-up in Angers yet and don’t know how many chat members live in the Pays de la Loire. Our community began with a single barbecue near Montpellier on 31 May 2025, and everything since is in Events.

What is the chat good for if you’re in Angers? A préfecture with booking only online, OFII in another département, a flat hunt without a guarantor: someone of ours has already met all of this, if in another city. Say you’re in Angers and ask who’s nearby. If you want to gather our people, suggest a meet-up: that’s how it all started for us.

In the ANIL model built on Q3 2025 listings (charges included, unfurnished), a flat in Angers costs €14.56/m² a month and a T1-T2 €16.57/m². For the reference 52 m² that’s roughly €757 a month, and about €613 for a 37 m² T1-T2 (our own arithmetic), almost the same as in Nantes. In Trélazé and Loire-Authion a T1-T2 is cheaper: €14.90 and €13.85/m². Angers has no rent cap (encadrement des loyers). Is there work in Angers for Russian speakers?
There are no figures by language, only general ones. By France Travail’s BMO 2026 survey, employers in the ANGERS pool (69 communes) plan to hire 18,290 people over 2026; they themselves consider 47.6% of those hires hard to fill, and 39.9% are seasonal, noticeably more than the French average (32.2%). The first two rows are vineyards, orchards and fields, almost entirely seasonal work. Cleaners and nursing assistants are needed all year round. Unemployment in the Angers employment area in the second quarter of 2026 was 8.1% (INSEE, provisional).
