City · Brittany, Finistère department (Finistère, 29); the département's préfecture is in Quimper
Moving to Brest (France): permits, housing, jobs, climate
Brest, Brittany, has no préfecture: the sous-préfecture at 3 rue Parmentier handles permits in person and hands out finished ones; the Finistère préfecture is in Quimper, OFII in Rennes. A 52 m² flat costs about €633 a month; Paris is from 3 h 26 min by TGV. Our Vibe South of France chat is open to all of France.
Moving to Brest: the essentials
Brest is a port city in Brittany (France, not Belarus), and its paperwork has a quirk of its own. The Finistère préfecture sits in Quimper, while Brest has a sous-préfecture: it sees foreign nationals by appointment and hands out finished permits, and applications themselves are mostly made online, in ANEF. OFII is further away still, in Rennes. On the plus side, renting here is cheaper than in Rennes, by about €140 a month for 52 m².
Let’s also be honest about what isn’t here. We found no Russian parish, no Russian grocery and no Saturday school in Brest. Our directory for the city lists schools with Russian: 1, a state lycée; and churches: 1, a Romanian parish in neighbouring Plouzané. So this guide is first and foremost about moving to the city and living in it.
Vibe South of France started in Montpellier and our meet-ups are in the South for now, but the chat is shared by all of France, with 700+ members. Incidentally, in 2025 there were direct flights from Brest to Montpellier. Post in the chat that you're in Brest and ask which of ours live in Finistère.
Brest has 142,346 inhabitants (INSEE 2023 census) in 77,236 households. The city grows slowly, by 0.3% a year since 2017. And it isn’t the capital of its département: the Finistère préfecture is in Quimper, which is where the whole paperwork quirk comes from.

Paperwork: the préfecture in Quimper, permits in Brest
For someone living in Brest, in-person permit business goes through the sous-préfecture at 3 rue Parmentier. According to its state directory entry (3 September 2026) it’s open on Monday, Wednesday and Thursday from 8:30 to 11:30 and from 13:30 to 16:00, on Tuesday morning only, and closed on Friday. Foreign nationals are seen by appointment.
There’s one exception worth knowing about. In Brest you can collect a finished permit without an appointment, on Mondays and Wednesdays from 13:30 to 16:00, once you’ve had a text message or an email saying it’s ready. In Quimper, by contrast, permits are handed out by appointment only. The préfecture lists what to bring:
- the text message or email saying your permit is ready;
- your passport and récépissé;
- your old permit, if you had one;
- an electronic tax stamp (timbre fiscal).
Applications, the préfecture says, are mostly made online, in ANEF. An online renewal is filed from the 4th to the 2nd month before your current permit expires. If your type of permit is renewed outside ANEF, book two months before it expires: the préfecture warns plainly that the appointment may fall after the permit has run out, and then you need to keep the convocation on you. Every permit comes with signing the contrat du respect des principes de la République, and the fees changed on 1 May 2026.
Help with online applications is at the digital help point (PAN) in the same sous-préfecture, by appointment on 02 90 82 70 80. The ANEF contact centre is 0806 001 620. For Ukrainian citizens and people who came from Ukraine the préfecture runs a separate temporary protection desk, also by appointment only; how that status works is in our guide temporary protection.
OFII for Brest is in Rennes, at 8 rue Jean-Julien Lemordant: the directorate covers all four départements of Brittany. You go when summoned, and the hours in the state directory date from 2024. What else Rennes has for our people is in our guide to Rennes.
The Finistère CAF is in Brest itself, on rue de Portzmoguer, and its hours are unusual: afternoon reception starts only at 15:30, and on Thursdays the CAF opens at 12:45. The CPAM receives in two places, Bellevue and square Marc-Sangnier, both by appointment only through ameli or on 36 46.
How to prepare a file for the sous-préfecture and what happens at the summons in Rennes is in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Brest: who’s hiring
Employers in the BREST employment pool plan to hire 10,660 people over 2026, which is 29% of all hiring plans in Finistère (our own calculation). They call 37.6% of those hires hard to fill, fewer than across France (43.8%) and in the département (44.5%). Seasonal work is more common than nationally: 39.5% against 32.2%. The figures come from France Travail’s BMO 2026 survey: employers’ intentions, not vacancies.
| Occupation | Hiring projects | Hard to fill, by employers’ estimate | Seasonal |
|---|---|---|---|
| Nursing assistants (Aides-soignants) | 590 | 33.9% | 50.8% |
| Farm workers (Agriculteurs) | 550 | 49.1% | 96.4% |
| Nurses and midwives (Infirmiers et sages-femmes) | 440 | 15.9% | 20.5% |
Two lines tie for fifth place with 440 each, so the table has six occupations. Nurses are relatively easy to hire in Brest: employers call only 15.9% of those hires hard to fill (97.1% in Le Mans), while nursing assistants are the most sought after of all, and half of those hires are seasonal. Carers and home helps are the hardest in the table, at 51.0%. Brest is a port, and it shows even in the survey: the pool plans to hire 100 fishers and aquaculture workers, all seasonal, and calls 80% of those hires hard to fill; another 70 hires are seafarers.
Unemployment in the Brest employment area was 7.2% in the second quarter of 2026 (INSEE, provisional), 7.1% in the Finistère département, 6.8% for Brittany and 8.1% for mainland France. A year earlier both the area and Finistère stood at 6.3%.
Work permits and registering with France Travail are in our guide working in France; recognition of a medical diploma is in recognition of qualifications. Jobs wanted and offered go in the community listings, and in the chat you can ask who works in your field.
Housing: renting, buying and HLM
On ANIL’s model a flat in Brest costs €12.18/m² a month and a T1-T2 €15.27/m². In money that’s about €633 for the reference 52 m² and about €565 for a 37 m² T1-T2 (our own arithmetic). For comparison, the same model gives €773 and €636 in Rennes. A square metre in a T1-T2 here costs over €3 more than the average across all flats, a wider gap than in Le Mans or Troyes (about €1.8 and €2.6 there).
This isn’t a lease price but ANIL’s estimate from Q3 2025 listings: an unfurnished flat, charges included, with 30,870 listings in the model for Brest. The credit, as the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.
Brest has no encadrement des loyers (rent cap): on the service-public page F1314 (checked on 1 August 2026) it isn’t among the cities with a cap. The rental file and a guarantor are covered in our guide to renting in France.
Buying an apartment in Brest: 2025 sale prices
The median flat sale in Brest in 2025 was €2,160/m², almost unchanged from 2024 (€2,103). Half of the sales fell between €1,793 and €2,662/m². This is our own calculation from 1,950 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no VEFA new builds, the most extreme 1% of prices left out.
The median sale price was €125,000 and the median floor area 62 m²; these are separate medians. A one-room flat sold at a median €70,000, a two-room at €107,025, a three-room at €135,000, a four-room at €140,000, and five rooms or more at €165,000. 612 houses were sold, at a median €2,410/m² (€2,356 a year earlier), with a median house price of €226,000 for 96 m². Notary fees and taxes are in our guide to property in France.
Social housing (HLM) in Brest
At the end of 2025 Brest had 5,831 active applications for social housing, and over 2025 1,038 households got a home: roughly 5-6 applications for each one housed (our own calculation). Fewer than half of those housed, 477 households, waited less than a year.
Across Brest Métropole 7,715 applications are in the queue, with an average age of 20 months; the applications of those who got a home were 16 months old on average. The délai anormalement long (the official “abnormally long wait”) in Finistère is 24 months. After that you can turn to the DALO commission, but even then you have to prove your current home doesn’t suit you: the wait alone isn’t enough. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data as of 27.03.2026.
Studying in Brest: student housing and university
The Université de Bretagne Occidentale (UBO) had 22,583 students on 15 January 2026, but that’s the whole university: Brest, Quimper, Morlaix and Plouzané. Per the UBO website (October 2026), most students are at three Brest faculties: arts and humanities (about 4,000), medicine and health sciences (about 3,900) and science and technology (about 3,500). International students and researchers at UBO and the other member institutions get help from the Centre de Mobilité Internationale (CMI) at 235 cours Aimé Césaire, which has sections on student residence permits and on housing in Brest. Whether you apply through Études en France depends not on your passport but on the country you live in: the procedure is compulsory in the 75 countries on Campus France’s list, and of our people’s countries those are Armenia, Azerbaijan, Georgia, Russia and Ukraine. For those living in Belarus, Kazakhstan, Moldova, Uzbekistan or Kyrgyzstan, Campus France has a separate page: year 1 of a licence through a demande d’admission préalable (DAP) at the French embassy in your country of residence, a master’s through Mon Master, years 2-3 and doctorates by applying directly to the university. DAP applications for 2027/2028 are made from 1 October to 15 December 2026. Visas and tuition costs are covered in our guide Studying in France.
CROUS Rennes Bretagne has three student residences in Brest by the campus du Bouguen, with 1,387 rooms and studios between them (our own count from the CROUS pages). Kergoat (rue Matthieu-Gallou) is the largest: 575 confort rooms of 9 m² and 130 T1 studios of 19-22 m². Lanredec (15 rue de Lanredec) is almost all 9 m² rooms, next to the UFR Sciences, the student health service and the Resto U’ Armen. Le Bouguen (avenue Le Gorgeu, buses 1, 9 and 10, Universités stop) has 208 T1 studios of 18-26 m² and 126 confort rooms of 9 m². The pages for these residences give no prices. At Kergoat, though, CROUS states plainly that the studios qualify for APL and the confort rooms for ALS, both paid by the CAF. The Nelson Mandela residence on the Plateau des Capucins isn’t in that count: it’s CROUS housing for visiting researchers and étudiants-chercheurs, 33 furnished 25 m² studios, let for a month or longer at €550-605 (per a 2025 CROUS page). Grant holders get places in the residences first, but any student can apply, starting with the Dossier social étudiant (DSE). For a private flat there’s the free Visale guarantee for everyone aged 18 to 30 (and for salariés over 30, subject to conditions).
Just for us: what’s nearby
Russian at the Lycée La Pérouse-Kerichen
At the state Lycée La Pérouse-Kerichen (34 bis rue Jules Lesven, 29200 Brest) Russian is an optional subject (option facultative; the lycée’s website also says “Russe LV3”). Pupils start it in seconde, from scratch, and carry it through to the baccalauréat. The group has recorded a reading of the fairy tale “The Snow Maiden” and told a Breton legend in Russian to Estonian correspondents on a trip to Tallinn. The latest sign that the course runs is the ONISEP entry of 20 November 2025, which lists Russian among the languages; ask about this year’s intake when you enrol.

Church: a Romanian parish in Plouzané
Our directory for Brest has one Orthodox parish, and it isn’t Russian. The parish of Sainte-et-Vivifiante-Croix serves in the Chapelle de la Trinité, rue de Brest, 29280 Plouzané, in the commune next to Brest. It belongs to the Romanian Orthodox Church, and the sources say nothing about services in Church Slavonic. There’s no parish of Russian tradition in Finistère in the directory. A French-speaking parish of the vicariate of Russian tradition of the Ecumenical Patriarchate serves in Rennes; its address and timetable are in our guide to Rennes.

Shops and consulates
We found no Russian grocery in Brest. The L’Ours Magazine directory (2023) still lists Ours Market under Brest, but in the SIRENE state register its shop at 160 rue Jean Jaurès closed on 15 January 2024, so don’t waste a trip on it. Online shops that deliver across France are in our directory of Russian shops, and what to use instead of tvorog is in our guide on tvorog.
There are no consulates in Brest: the nearest are in Paris, from 3 h 26 min by TGV, so set aside a whole day for a visit. The addresses of the consular sections of Russia, Ukraine, Belarus and Kazakhstan are in our guide to Paris, and whom to call and how to book are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.
Getting around: train, plane and cable car
| Where to | How | Time | Price |
|---|---|---|---|
| Paris (Montparnasse) - Brest | direct TGV INOUI | from 3 h 26 min, usually 3.5-4 hours | - |
| Paris (Montparnasse) - Brest | OUIGO, morning service at 6:48 | ≈3 h 44 min | - |
| A ride in town | Bibus: bus, tram, cable car | 1 hour | €1.70 |
| A ride in town | Bibus, day ticket | - | €4.50 |
On the SNCF Connect timetable for Wednesday 28 October 2026 there were 11 journeys that day, almost all direct and all from Montparnasse: the fastest was the TGV at 10:00, in 3 h 26 min, and the average comes to 3 h 45 min. The first leaves at 6:48 and the last at 19:57; there were no late-evening trains that day. That’s one day’s timetable, so check yours in the app before you travel.
Brest Bretagne airport handled 910,599 passengers in 2025, 2.8% fewer than the year before (DGAC figures). The Paris route carried 297,520 people. In 2025 there were also direct routes south: to Marseille (113,497 passengers), Nice, Toulon, Toulouse and Montpellier, where our community began, as well as to Lyon and Strasbourg. That’s last year’s traffic, not the 2026 schedule: for what flies now, look at the airlines.
In town you ride Bibus, and one ticket at €1.70 is valid for an hour on the whole network: bus, tram and the urban cable car. A day ticket costs €4.50, and 10 journeys €14.40.
Weather: almost twice the rain
Brest’s climate is worth preparing for. At the Météo-France Brest-Guipavas station (in the neighbouring commune of Guipavas, by the airport) the 1991-2020 normals give 1,230 mm of rain a year, almost twice as much as in Le Mans, Poitiers and Troyes (645-695 mm there). There are on average about 40 days of heavy rain, 10 mm or more, and December alone brings an average of 155 mm.
The winters, on the other hand, are mild: January averages 7.1 °C, with about 14 frosty nights a year. Summers are cool, around 17 °C in July and August; days of 30 °C hardly ever happen (0.8 a year), and about 11 reach 25 °C. Sunshine is about 1,555 hours a year. A good waterproof is more use here than air conditioning. The climate sheet is in the sources at the bottom.
Our people in Brest and the chat
According to the INSEE 2023 census, 591 of the 35,204 immigrants living in the Finistère département (29) were born in Russia. This is a count by country of birth, not by language: children born in France, and people born abroad as French citizens, are not included. In this table INSEE does not list Ukraine, Belarus, Moldova, Armenia, Georgia, Azerbaijan, Kazakhstan or Uzbekistan separately: the first six are counted under “other European countries”, Kazakhstan and Uzbekistan under “other Asian countries”. Source: INSEE, table IMG1B, 2023 census.
We haven’t held a meet-up in Brittany yet, and in the chat export of 25 October 2026 fewer than three members name Brest as their city, new home or place they travel to. The community began with a single barbecue near Montpellier on 31 May 2025, and everything since is in Events.
In Brest the chat is useful for asking how long people waited for the text saying their permit was ready, how to get to the OFII summons in Rennes, where to rent without a French guarantor and whose child takes Russian at La Pérouse-Kerichen. The answers come from people who’ve been through it, even if in another city. And if a few of you turn up in Finistère, suggest a meet-up: that’s how it all started for us.
