Russian speakers in Le Havre (France): permits, rent, work

Yes, Le Havre has somewhere to start, though addresses for Russian speakers are few: a Romanian Orthodox church and a collège with Russian, while the préfecture, OFII and the Russian-tradition community are in Rouen. Vibe South of France began in the South, but our chat is open to all of France: say you're in Le Havre.

Russian-speaking Le Havre: what’s here

Let’s say it straight away, so you aren’t disappointed later: Le Havre has few Russian-speaking addresses. Our directory for the city lists churches: 1, schools: 1. The church is Romanian, and the school is an ordinary state collège with Russian on its list of languages. We looked, and found no Russian shop, no Saturday school for children and no consulate in Le Havre.

The second quirk is that Le Havre isn’t the capital of its département. The Seine-Maritime préfecture and OFII are in Rouen, and Le Havre has a sous-préfecture. CAF, CPAM and France Travail are in Le Havre itself, but OFII will summon you to Rouen, and it’s worth knowing that in advance. What follows, in order: paperwork, work, housing, where our people are and how to get here.

Vibe South of France grew out of a chat for Russian speakers in Montpellier. Our meet-ups still happen in the South, but the chat has long been shared by the whole of France, with more than 700 people in it. Post in the chat that you're in Le Havre and ask which of ours live nearby.

Le Havre has 166,687 inhabitants (INSEE 2023 census). Since 2017 the population has been slowly shrinking, by 0.3% a year, and it is people leaving: net migration of -0.4% a year outweighs natural growth of +0.1%.

Paperwork: the sous-préfecture, Rouen and OFII

The Le Havre sous-préfecture is at 95 boulevard de Strasbourg. You go there by appointment or summons only, as with the préfecture in Rouen (7 place de la Madeleine).

For help with applying online through ANEF there is the point d’accueil numérique, the PAN. The département has two, in Rouen and in Le Havre, and the Le Havre one sees people by appointment only. You can book by calling the sous-préfecture on 02 35 13 34 23 or through the online module on the préfecture’s website. Then comes a detail that’s easy to trip over: with an invitation to the PAN you don’t go to boulevard de Strasbourg but to rue Casimir-Périer, a street nearby. The exact address and time are in the invitation, so check it on the day. The hours of the phone line differ between versions of the state directory and the préfecture’s website, so look them up on the préfecture’s page on the day you call.

Where exactly you submit an application and where you collect the finished permit in your case, in Le Havre or in Rouen, we couldn’t check: the préfecture’s page on a first application wouldn’t open for us. Ask in the chat; someone of ours has surely been through it.

There is no OFII in Le Havre. The territorial directorate in Rouen, 15 place de la Verrerie, fifth floor of the Montmorency 1 building, covers the Eure and Seine-Maritime. You go there when summoned, not when it suits you. The state directory entry is from 2024 and gives different hours each day for in-person and phone contact, so the text of the summons matters most.

Benefits and insurance are simpler, all in town. CAF receives people at chaussée du Vingt-Quatrième-Territorial, and its entry was updated on 23 October 2026, so the hours are fresh. CPAM has two reception points: the siège on cours de la République and Caucriauville on rue Jules-Vallès, which is open only Wednesday to Friday.

The general procedure is laid out in our guides titre de séjour, OFII and visa validation, CAF and APL and Carte Vitale and Sécu.

Work in Le Havre: who’s hiring

In the LE HAVRE employment pool, which means 33 communes around the city, employers plan to hire 7,370 people over 2026. They themselves call 42.1% of those hires hard to fill (43.8% across France), and 24.6% of them are seasonal, against 32.2% nationally. The figures come from France Travail’s BMO 2026 survey: employers’ intentions, not open vacancies.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal
Nursing assistants (Aides-soignants)56050.0%73.2%
Cleaners of premises (Agents d’entretien de locaux)37021.6%51.4%
Home helps and care workers (Aides à domicile et auxiliaires de vie)36052.8%19.4%
Kitchen assistants and all-round catering staff (Aides de cuisine et employés polyvalents de la restauration)30063.3%30.0%
Activity and community leaders (Professionnels de l’animation socioculturelle)28050.0%57.1%

Look at the first row: for nursing assistants almost three in four hires are seasonal, so it is more often temporary work for a season than a permanent post. Of the industrial trades, the closest to the top of the list is low-skilled assembly and fitting work (Ouvriers peu qualifiés en ajustement, montage et assemblage mécanique): 140 hires, none of them seasonal.

Unemployment in Le Havre is high. In the second quarter of 2026 it was 9.8% in the Le Havre employment area, again the highest level in Normandy, as INSEE writes in its Flash Normandie. For Seine-Maritime it is 9.0%, for the Rouen area 9.4% and for mainland France 8.1%, and the Le Havre figure has risen by 0.8 points in a year. The latest quarter’s data are provisional.

Who needs a work permit and how to register with France Travail is in our guide working in France; the SMIC and median pay are in salaries in France.

Housing: renting, buying and HLM

On ANIL’s model, a flat in Le Havre averages €12.36/m² a month, and a T1-T2 €13.90/m². It is a forecast from Q3 2025 listings for a reference unfurnished flat with charges included: 52 m² for all flats and 37 m² for a T1-T2. It shows what landlords ask in their ads rather than the rents in signed leases. The source is credited the way the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

In money terms (our own arithmetic: the rate times the reference size), that is roughly €643 a month for 52 m² and about €514 for a 37 m² T1-T2. The model for Le Havre draws on 28,607 listings. For comparison, in Rennes the same model gives €773 and €636.

Hoping to save in the suburbs? The neighbouring communes of Le Havre Seine Métropole are mostly not cheaper on this model:

CommuneAll flats, €/m² a monthT1-T2, €/m² a month
Le Havre12.3613.90
Sainte-Adresse14.2015.82
Montivilliers13.2114.69
Saint-Romain-de-Colbosc13.0914.14
Harfleur12.4213.93
Étretat11.8812.63

On the model, Sainte-Adresse is almost €2 a metre dearer than Le Havre itself, and Harfleur costs about the same as the city. Only Étretat comes out cheaper, but it has just 108 listings, so that figure is rougher.

There’s no rent cap in Le Havre. The service-public page F1314 (checked on 1 August 2026) lists no commune in Normandy. How to put together a rental file without a French guarantor is in our guide to renting in France.

Buying an apartment in Le Havre: prices in 2025 sales

The median for flat sales in Le Havre in 2025 was €2,190/m², almost unchanged from 2024 (€2,254). Half of the sales fell between €1,667 and €2,808/m². That’s our own calculation from 1,622 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no VEFA new builds. In Rennes the same method gives €3,700/m², so a metre in Le Havre is roughly 40% cheaper (our own calculation).

The median flat sold measured 60 m² and the median sale price was €115,000; these are two separate medians, and dividing one by the other would mislead. By rooms: one-room €61,000, two-room €97,300, three-room €134,500. 745 houses were sold, at a median of €183,750 with 80 m². Taxes and the notaire are in our guide to property in France.

Social housing (HLM) in Le Havre

At the end of 2025 Le Havre had 11,583 active applications for social housing, and during 2025 2,117 households got a home: about 5.5 applications for every one housed (our own calculation). The wait needn’t be endless: of those housed, 1,308 waited less than a year, roughly six in ten (our own calculation).

Across Le Havre Seine Métropole 14,932 applications are in the queue, the average age of an active application is 21 months, and for those who got a home it was 14 months. The délai anormalement long (the official “abnormally long wait”) in Seine-Maritime is 18 months. After that you can turn to the DALO commission, but the wait alone is not enough: you also have to show that your current home doesn’t fit your needs. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27 March 2026.

Just for us: churches, a school, consulates

Churches

The Romanian parish of Saints George and Paisius of Neamț (Saint-Georges et Saint-Païssy-de-Neamț) holds services in the église Saint-Julien, 49 rue Maurice Blard. By the timetable on the parish website, the hours are read at 10:00 and the liturgy begins at 10:30, on Sundays roughly every other week; on the parish’s autumn 2026 timetable the next date is 15 November, then on to 27 December. Services are in Romanian, it belongs to the Romanian Orthodox Church, and we don’t pass it off as a Russian parish.

The nearest community of Russian tradition in our directory is in Rouen, 8 rue de l’Industrie: the community of St John of Shanghai, Russian Orthodox Church Outside of Russia, with a service once a month by the diocese’s 2026 directory. At the same address the Romanian parish of Saint-Silouane et Saint-Victrice holds services in French and Romanian, almost every Sunday at 10:00. Another option is Colombelles near Caen, the parish of Saint-Serge-et-Saint-Vigor of the vicariate of Russian tradition, with services in French.

Russian at school

Collège Irène Joliot-Curie, 29 rue Michelet, is a state collège where Russian is taught as a second foreign language (LV2). The collège’s website has a separate “Russe” section, though it has no articles in it. That the course is alive can be seen indirectly in the education ministry’s statistics (DEPP): at the 2025 rentrée, 23 pupils there were learning a second language from the “other” group, and the collège offers no rare language other than Russian. The website doesn’t say from which year pupils start or at what level, so ask the collège itself.

Checked:

We found no Saturday Russian school for children in Le Havre: two associations with that aim are in the register, but there is no trace of classes from them in recent years. In Rouen, Russian is taught at the Lycée Jeanne d’Arc, 2 rue Sainte-Geneviève-du-Mont. How to enrol a child in a French school is in our guide school and nursery in France, and other addresses are in the directory of Russian schools.

Shops and consulates

We found no Russian grocer in Le Havre. Online shops that deliver across France are gathered in the directory of Russian shops. If you know a place in town, tell us in the chat and we’ll check it and add it.

Our directory has no consulates of Russia, Ukraine, Belarus or Kazakhstan in Normandy; the nearest consular sections are in Paris, with addresses in the guide to Paris. Phone numbers and how to book are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Our people in Le Havre and the chat

We haven’t held a meet-up in Le Havre yet and don’t know how many chat members live in Normandy. Our community grew out of meet-ups near Montpellier: barbecues, hikes, “Mafia”, all of it in the Events section.

What is the chat good for if you’re in Le Havre? The sous-préfecture, OFII in Rouen, CAF and the flat hunt work much the same for everyone, and someone of ours has already walked that road, if in another département. Ask who’s nearby, and if a few of you gather, suggest a meet-up: that’s how it all started for us.
