Russian speakers in Caen (Normandy): church, permits, rent

Yes, Caen has a Russian story of its own: Russian workers built the church in neighbouring Colombelles in 1926, and today it is a parish of Russian tradition that serves in French. Vibe South of France began in the South, but our chat is open to all of France: say you're in Caen.

The community hasn't met here yet. The nearest meetups: Toulouse, ≈640 km as the crow flies.

Russian-speaking Caen: what’s here

First, the point people ask about: this is a guide to Caen in Normandy (Calvados département). Cannes on the Côte d’Azur is a different city, with a guide of its own.

Caen’s Russian chapter is an old one. In 1926 Russian workers at the Société Métallurgique de Normandie steelworks built an Orthodox church in neighbouring Colombelles, and it still holds services. These days, though, they are in French: the parish belongs to the vicariate of Russian tradition of the Ecumenical Patriarchate. Caen itself has a Romanian parish with a liturgy every Sunday.

Churches in our directory for Caen and its suburbs: 2; schools with Russian: 2. We found no Russian shop, there are no consulates in the city, and the Russian shop from an old catalogue has closed; more on that below.

The paperwork in Caen is gathered on one street: both the préfecture and OFII are on rue Daniel-Huet. CAF and CPAM are in town too. The préfecture, CAF and CPAM see people by appointment only, OFII when it summons you.

Vibe South of France began in Montpellier, and we haven’t had a meet-up in Normandy yet. But in 2025 there were flights from Caen to the South, and the chat is shared by the whole of France: say in the chat that you're in Caen and ask which of ours are nearby.

Caen has 109,400 inhabitants (INSEE 2023 census) and is the capital of Calvados.

Just for us: two churches, a lycée and what’s no longer there

The Russian workers’ church in Colombelles

Saint-Serge-et-Saint-Vigor (on maps, Sanctuaire Saint-Serge) stands on rue Raspail in Colombelles, 14460 Colombelles, a suburb in the Caen la Mer conurbation. The church was founded in 1926, and the Ministry of Culture’s heritage database (Mérimée) records by whom: Russian workers who came to the Société Métallurgique de Normandie plants of the Schneider group. Since 23 June 1992 it has been a protected monument: the church, the bell tower, the façades and roofs of the library, and the enclosure wall. The Mérimée entry says the church has a library of books in Russian. Whether the library is open now, ask in the chat.

Today it is a French-speaking parish of the vicariate of Russian tradition of the Ecumenical Patriarchate, on the new calendar. As far back as 2012 the local press wrote that services here were no longer in Russian. The parish website has no regular timetable: the dates of services and choir rehearsals are in the 2026-2027 calendar, which the parish posted on 11 October 2026.

A Romanian parish in central Caen

Saint-André-et-Sainte-Alexandra is at 18 rue Tortue, 14000 Caen. According to the “Agenda” section of the parish website (26.10.2026), there are matins every Sunday at 8:45 and the liturgy at 10:00, and confession on Saturday evenings by appointment only. The parish is Franco-Romanian, its timetable is posted in French and Romanian, and changes are announced in advance in the calendar on its home page. This is a parish of the Romanian Orthodox Church, not the Russian one. What it does offer is a liturgy every Sunday, in the city itself.

Russian at Lycée Jeanne d’Arc

Lycée Jeanne d’Arc is at 27 rue Claude Chappe, a private Catholic lycée under contract with the state (Ensemble scolaire Sainte-Angèle). Russian is taught there as an optional third language, LVC, three hours a week. The lycée is upfront about it: if few pupils sign up, the course may be taught remotely. If classroom teaching matters to you, ask when you enrol. And don’t confuse it with the state lycée of the same name in Rouen.

Russian at Université de Caen Normandie

For adults and students, Russian is taught at the university. The LEA English-Russian licence lets you start Russian from scratch and has 75 places (university catalogue, 2026 intake). There is also an LLCER licence with a Russian track. The modern languages faculty (UFR LVE) is in the MLI building on Campus 1, Esplanade de la Paix, and the LEA office is there too. Admission is by application file (dossier).

Checked:

We found no Saturday Russian school for children in Caen. If you run a group, tell us in the chat and we’ll check it and add it to the directory of Russian schools. How French schooling works is in our guide school and nursery in France.

Shops: where not to go

An old catalogue of Russian shops lists La boutique russe, 6 rue d’Auge for Caen. Don’t make the trip: according to the SIRENE state register, the business at that address closed on 31 December 2024.

Where there are Russian shops is in the directory of Russian shops, and what to use instead of tvorog and buckwheat is in our guides on tvorog and on buckwheat.

Consulates

There are no consulates in Caen. The consular sections of Russia, Ukraine, Belarus and Kazakhstan are in Paris: the addresses are in our guide to Paris, and how to book is on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Paperwork: the préfecture and OFII on one street

The Calvados préfecture is on rue Daniel-Huet (the state directory gives no street number). It is open Mon-Fri 8:30-12:30, and by appointment only: “for any matter”, as the préfecture itself puts it.

Here’s a detail worth knowing in advance. When your permit is ready, the préfecture sends an SMS with the date on which to collect it. Miss that date and it’s no disaster: you can collect the permit on a Monday morning without an appointment by showing the original SMS. So don’t delete texts from unknown numbers while you’re waiting for your card. The rule comes from the “Les modalités d’accueil” page, updated on 6 February 2025: not a new page, but a current one.

In Calvados a student permit is applied for online, in ANEF: both the first one after the VLS-TS and renewals. If you’ve been studying in France since the age of 16, your first application goes through démarches simplifiées, while renewals also go through ANEF (préfecture page of 6 February 2025). Renew no earlier than 4 and no later than 2 months before the document expires; a one-year carte étudiant costs €100 in stamps, a multi-year (pluriannuel) one €150, and being late costs another €180 (service-public, F2231). The préfecture publishes its own processing times: in 2024 a renewal of any permit, not only a student one, took 130 calendar days on average from a complete file to a decision, and making the card takes extra time on top. That’s a guide, not a commitment (page updated on 19 May 2025).

Asylum seekers are also seen by appointment, but the préfecture first sends them to France terre d’asile, 7 rue du Docteur Roux, without exception. The same section of the website has pages on processing times and for people displaced from Ukraine.

OFII is on the same rue Daniel Huet, listed in the state directory with the postal code 14038 Caen Cedex 9. The directorate covers three départements: Calvados, Manche and Orne. Its entry gives no hours; the phone is 02 31 86 57 98, and you come when summoned.

CAF is at 8 avenue du 6-Juin, on weekdays 9:00-16:30, by appointment only (both entries for this address say so). CPAM in Caen receives people in four places, also by appointment only: the siège on boulevard Jean-Moulin, a reception point on rue du 11-Novembre and two in the neighbourhoods, Guérinière on Fridays only and Grâce de Dieu on Thursday afternoons only. France Travail has two agencies, Fresnel and Beaulieu, open in the mornings 8:30-12:30.

The steps are in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Caen: who’s hiring

By France Travail’s BMO 2026 survey, employers in the CAEN employment pool plan 16,010 hires over the year. They call 43.2% of them hard to fill, almost as many as across France (43.8%). 30.3% are seasonal, also close to the national average (32.2%), and it shows in the top rows: waiting staff and activity leaders. The survey ran in late 2025, so these are plans, not job ads.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal
Waiting staff (Serveurs de cafés restaurants)82034.1%62.2%
Home helps and carers (Aides à domicile et auxiliaires de vie)79058.2%15.2%
Socio-cultural activity leaders (Professionnels de l’animation socioculturelle)70034.3%77.1%
Telesales and call-centre staff (Télévendeurs et téléconseillers)67092.5%0.0%
Cleaners (Agents d’entretien de locaux)60045.0%18.3%

The oddest row is the fourth: 670 hires for call centres and telesales, not one of them seasonal, and employers expect 92.5% of them to be hard to fill. Waiting staff are the most sought-after, but more than three fifths of those jobs are for the season. Year-round work is more likely with carers and home helps: only 15.2% of their hires are seasonal. Lower down the list come nursing assistants (510), cooks (460) and waste sorting and processing workers (410, of which 78% are hard to fill).

Unemployment in the Caen employment area in the second quarter of 2026 was 7.8%, 0.8 points up on a year earlier but below mainland France (8.1%). Calvados as a whole stood at 7.5%, 38th in the country, and Normandy at 7.9% (INSEE, Flash Normandie n° 160; figures for the latest quarter are provisional).

Housing: renting, buying and a long HLM queue

Small flats in Caen don’t come cheap. On ANIL’s model a flat costs €13.83/m² a month and a T1-T2 €15.96/m², more than in Rouen (15.38). In money that’s about €719 for the reference 52 m² and about €591 for a 37 m² T1-T2 (our own arithmetic).

ANIL works out the price from ads for an unfurnished flat with charges included, Q3 2025; for Caen the model draws on 34,193 listings. The price in the lease can differ. The credit line, as the dataset asks: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

CommuneAll flats, €/m² a monthT1-T2, €/m² a month
Caen13.8315.96
Fleury-sur-Orne14.15-
Ouistreham13.7116.31
Ifs13.52-
Mondeville12.80-
Colombelles12.73-
Hérouville-Saint-Clair12.2514.46

Here the choice of suburb makes the difference. Fleury-sur-Orne is dearer than Caen overall, and Ouistreham is dearer for small flats. Hérouville-Saint-Clair is noticeably cheaper: a 37 m² T1-T2 there comes out about €56 a month less than in Caen (our own arithmetic). Colombelles, home of the Russian church, is also cheaper than the city for flats overall. A dash means ANIL has no separate T1-T2 estimate for the commune.

Caen has no encadrement des loyers. According to the service-public page F1314 (checked on 1 August 2026), outside the Paris region a rent cap exists in Bordeaux, part of the Grenoble metropolitan area, Lille, Lyon with Villeurbanne, Montpellier and the Pays Basque. The rental file is covered in our guide to renting in France.

Buying an apartment in Caen: 2025 sale prices

The median price of a flat sold in Caen in 2025 was €2,973/m², 6.9% more than in 2024 (€2,781). Half of the sales fell between €2,449 and €3,568/m². We worked this out from 1,693 sales in the DVF database (DGFiP): ordinary sales of a single flat, no new builds, the most extreme 1% of prices left out.

The median sale was €142,000 and the median flat measured 51 m² (separate medians, so there’s no point dividing them). A one-room flat sold at a median €84,870, a two-room at €128,375 and a three-room at €178,650. 294 houses were sold, at a median €3,513/m², much as a year earlier, and a typical house went for €323,000 for 91 m². Taxes and the notary are in our guide to property in France.

Social housing (HLM) in Caen

The social housing queue in Caen is long, and it’s worth knowing before you apply. At the end of 2025 the city had 9,424 active applications, and 1,116 households got a home over the year, about eight applications for each one housed (our own calculation). Fewer than half of those housed, 461 households, had waited less than a year. And 180 applications in the queue are more than ten years old.

Across Caen la Mer 18,576 applications are in the queue, and their average age is 26 months. That is longer than the délai anormalement long (the official “abnormally long wait”) in Calvados, 24 months: our comparison of averages, not an assessment of your right to DALO. Those who got a home in 2025 had waited 20 months on average. An expired wait alone isn’t enough for the DALO commission; you have to show that your current home doesn’t suit you. You apply at demande-logement-social.gouv.fr; the steps are in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27.03.2026.

Studying in Caen: student housing and university

UNICAEN (Université de Caen Normandie) has 32,838 students, and that’s the whole university: seven campuses in the Caen area and five more sites across the region. The figure includes 871 pupils in CPGE preparatory classes (university page of 19 March 2026). There are UFRs of law, AES and public administration, of humanities and social sciences and of foreign languages (LVE), the ESIX Normandie engineering school and the IAE Caen management school, and 545 exchange agreements with universities abroad. Russian from scratch on the LEA degree is covered above, under “Russian at Université de Caen Normandie”. International students are looked after by the Carré international: Campus 1, building I, 1er étage (the first floor, one up from the ground). The visa route depends on your country: the service-public table (F2231, checked 01.08.2026) sends students from 72 countries to Études en France at the pre-enrolment stage, including Russia, Ukraine, Armenia, Azerbaijan and Georgia. Belarus, Moldova, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan don’t appear in it; their visas go through France-Visas. Find your country in the table before you apply.

Crous Normandie has 5 residences with 3,144 places in Caen itself (our own count from the Crous pages), and 8 together with Hérouville-Saint-Clair. The cheapest room of your own is 9 m² at Cité Universitaire Campus 1, for €167 a month, while a room in a flatshare (20 m²) there costs €121.20 per person. The dearest in town is a T2 for two at Bacot, €508.40. Crous doesn’t give the year of the rates on its pages. The application starts with the Dossier social étudiant (DSE) on messervices.etudiant.gouv.fr: the residence pages ask you to file it by 31 May before the academic year, and the earlier the better. Places that free up during the year are found in the same place, from 1 October to 31 August. If you rent in town instead, the free Visale guarantee from Action Logement covers unpaid rent and damage for everyone aged 18 to 30.

Getting there, flying south and the weather

Our people in Caen and the chat

According to the INSEE 2023 census, 531 of the 26,068 immigrants living in the Caen employment zone (the city and the surrounding area from which people commute to it) were born in Russia. This is a count by country of birth, not by language: children born in France, and people born abroad as French citizens, are not included. In this table INSEE does not list Ukraine, Belarus, Moldova, Armenia, Georgia, Azerbaijan, Kazakhstan or Uzbekistan separately: the first six are counted under “other European countries”, Kazakhstan and Uzbekistan under “other Asian countries”. We haven’t met up in Caen yet, and in the chat export of 25 October 2026 fewer than three members name Caen as their city, new home or place they travel to. The chat now has 700+ members from all over France, and how it all began with a single barbecue near Montpellier is in Events.

What to ask in the chat from Caen: who goes to services in Colombelles, how quickly the préfecture’s SMS came, how long the HLM wait in Caen la Mer took, which commune is cheaper to rent in than Caen. And if you’re flying south, let us know in advance and we’ll fit your trip around a meet-up. If you find a few of ours in Caen, suggest a meet-up there: that’s how it all started for us.

Frequently asked questions

Is there an Orthodox church in Caen?
Yes, two. The Romanian parish of Saint-André-et-Sainte-Alexandra is in Caen itself (18 rue Tortue), with matins at 8:45 and the liturgy at 10:00 every Sunday. The parish of Russian tradition Saint-Serge-et-Saint-Vigor is in neighbouring Colombelles (rue Raspail): Russian workers built the church in 1926, and services are now in French. It belongs to the Ecumenical Patriarchate and follows the new calendar; service dates are in the 2026-2027 calendar on its website.
Are there Russians in Caen?
Yes, and with a long history: in 1926 Russian workers from the Société Métallurgique de Normandie steelworks built the church in Colombelles. But we found no Russian shop and no Russian school for children in Caen, and La boutique russe from an old catalogue has closed. The INSEE 2023 census counts 531 people born in Russia in the Caen employment zone: a count by country of birth, not language. Say in the Vibe South of France chat that you’re in Caen and ask who’s nearby.
How do I get a préfecture appointment for a residence permit in Caen?
The Calvados préfecture on rue Daniel-Huet sees people for every matter by appointment only, Mon-Fri 8:30-12:30. When your permit is ready, an SMS arrives with the date to collect it. If you can’t make that day, you can collect it on a Monday morning without an appointment by showing the original SMS. The rule comes from the préfecture’s website (page updated on 6 February 2025).
Where is OFII in Caen?
OFII in Caen is on rue Daniel Huet, the same street as the préfecture (postal code 14038 Caen Cedex 9); the directorate covers Calvados, Manche and Orne. Its state directory entry gives no hours; the phone is 02 31 86 57 98. You come when summoned, at the time given in the summons.
How much does it cost to rent a flat in Caen?
On ANIL’s model (Q3 2025 listings, charges included, unfurnished) a flat in Caen costs €13.83/m² a month and a T1-T2 €15.96/m². That’s about €719 for the reference 52 m² and about €591 for a 37 m² T1-T2 (our own arithmetic). In Hérouville-Saint-Clair a T1-T2 is cheaper, at €14.46/m². Caen has no rent cap. Is the Vibe South of France chat for me if I live in Caen?
Yes. We started in Montpellier, but the chat is shared by the whole of France, and there’s one link for everyone. And if you’re flying from Caen to Montpellier or Marseille, our meet-ups are in the South. Joining is free.
