Russian-speaking Clermont-Ferrand: what’s here

Let’s be straight: Clermont has fewer addresses of our own than we’d like. Our directory for the city lists churches: 1, and that is a Romanian parish, and places that teach Russian: 1, the university. We found no Russian shop, and our directory has no children’s Russian school for Clermont yet. But Russian speakers are definitely here: the Romanian parish of Saint-Nicolas says outright that Russian is spoken among its faithful.

The paperwork is easier in Clermont than in many cities. The préfecture and OFII receive at the same address, 1 rue d’Assas, and CAF, CPAM and France Travail are in the city itself. Below you’ll find all of that, plus housing, work and transport, with figures and dates.

Clermont-Ferrand has 146,351 inhabitants (INSEE 2023 census), and its whole catchment area 510,668. The city is growing by 0.3% a year, but only through natural increase (more births than deaths): slightly fewer people move in than leave (net migration of -0.1% a year between 2017 and 2023).

Paperwork: préfecture, OFII, CAF, CPAM

The key detail in Clermont: the Puy-de-Dôme préfecture and OFII sit at the same address, 1 rue d’Assas. The préfecture sees people Mon-Thu 8:30-16:00 and on Friday until 15:30, by appointment only (state directory entry of 26 June 2026). In letters and on websites you’ll also come across 18 boulevard Desaix: that is a postal address with a “Cedex”, and you don’t go there in person.

Permit applications are made online, on the ANEF portal. If you can’t submit, phone the Centre de Contact Citoyen on 0 806 001 620. The préfecture itself runs a point d’accueil numérique (PAN) that helps with online applications; you book it on the switchboard number, 04 73 98 63 63. One note so you don’t waste a call: the PAN doesn’t tell you how your file is progressing. For some applications that don’t go through ANEF (employees, temporary workers, entrepreneurs) the préfecture has a separate page with forms.

OFII covers four départements at once: Allier, Cantal, Haute-Loire and Puy-de-Dôme. You come when summoned, and the hours in the state directory entry date from 2025, so go by what your summons says.

CAF receives at two places: the siège at 2 rue Auger and, on Fridays, Champratel, in the Maison de quartier at 13 rue Adrien-Mabrut. CPAM has three reception points in the city plus the siège. Claret, at 11 rue Jean Claret, is open Mon-Fri 9:00-17:00, while the Croix-Neyrat and Pasteur entries haven’t been updated since 2024, so check their hours on ameli.fr. Appointments with an adviser are booked in your ameli account or on 36 46.

Work in Clermont-Ferrand: who’s hiring

In the CLERMONT FERRAND employment pool (133 communes, all in Puy-de-Dôme) employers have 13,380 hiring projects for 2026. They call 37.4% of those hires hard to fill, clearly fewer than in France as a whole (43.8%). Seasonal hires are 27.9% against 32.2% nationally. The figures come from France Travail’s BMO 2026 survey, carried out in late 2025: employers’ intentions for the year, not open vacancies.

The first row is almost all seasonal, so for year-round work look at retail and catering: only 10% of shop-floor hires are seasonal, and employers hardly call them hard to fill. Of the five, home helps are the hardest to find, and one line below come nursing assistants (Aides-soignants): 420 projects, 54.8% of them hard to fill.

Unemployment in the Puy-de-Dôme département in the second quarter of 2026 was 7.3% (6.5% a year earlier), 7.2% for Auvergne-Rhône-Alpes and 8.1% for mainland France (INSEE, provisional; we found no separate figure for the Clermont employment area for this quarter). Clermont itself has 107,134 jobs (2023 census). Industry accounts for 11.3% of them, roughly one in nine, trade, transport and services for 47.8%, and public administration, education, health and social work for 36.0%.

Housing: renting, buying and HLM

On ANIL’s model, a flat in Clermont-Ferrand costs €12.49/m² a month and a T1-T2 €14.49/m². It is a forecast from Q3 2025 listings for a reference unfurnished flat with charges included: 52 m² for all flats and 37 m² for a T1-T2. These figures don’t show the rents in signed leases; they are closer to what landlords ask in their ads. The source is credited the way the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

In money terms (our own arithmetic: the rate times the reference size), a 52 m² flat comes to roughly €649 a month and a 37 m² T1-T2 to about €536. For comparison, Rennes gives €773 and €636 on the same model. The model for Clermont draws on 48,197 listings.

Note that the neighbours aren’t always cheaper: in Cournon-d’Auvergne all flats cost more on the model than in Clermont itself, and a T1-T2 in Royat is €1.13/m² dearer. Of the communes in this table only Aubière is cheaper than the city for small flats.

There’s no rent cap in Clermont. According to the service-public page F1314 (checked on 1 August 2026), outside the Paris region the encadrement des loyers applies in Bordeaux, part of Grenoble-Alpes Métropole, Lille with Hellemmes and Lomme, Lyon with Villeurbanne, Montpellier and the Pays Basque. Buying an apartment in Clermont-Ferrand: price per m² in 2025 sales

The median price per m² of a flat in Clermont in 2025 was €2,119, 2.7% more than in 2024 (€2,063). Half of the sales fell between €1,719 and €2,591/m². That’s our own calculation from 1,765 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no VEFA new builds, and the most extreme 1% of prices left out. In Rennes the same method gives €3,700/m², so a square metre in Clermont is about 43% cheaper.

The median flat sold measured 59 m² and the median sale price was €110,500; two separate medians. By rooms: a one-room flat sold at €61,000, a two-room at €99,000, a three-room at €135,000. The sample has 328 houses, at a median €2,395/m², the same as a year earlier, and a median house price of €201,895 for 88 m². Taxes and the notaire are in our guide to property in France.

Social housing (HLM) in Clermont-Ferrand

At the end of 2025 Clermont had 7,737 active applications for social housing, and during 2025 1,668 households got a home: about 4.6 applications for every one housed (our own calculation). Of those housed, 1,111 households, two in three, waited less than a year.

Across Clermont Auvergne Métropole about 12.8 thousand applications are in the queue, 3,114 households got a home in 2025, and for those who did, the application was 11 months old on average. The délai anormalement long (the official “abnormally long wait”) in the Puy-de-Dôme is 15 months. After that you can turn to the DALO commission, but the wait alone is not enough: you also have to show that your current home doesn’t fit your needs or means. Just for us: church, Russian, consulates, shops

Church

The Romanian parish of Saint-Nicolas, 43 rue Sainte-Claire. It belongs to the Romanian Orthodox Metropolis of Western and Southern Europe, and we don’t present it as a Russian parish. But the parish itself writes that it holds services in Romanian and French so that the community’s Romanian core and worshippers who speak other languages (French, Russian, Georgian and others) can pray together. According to the parish page (undated, saved on 11.10.2026) the church is open on Sunday from 8:00 to 14:00 with the liturgy from 9:30 to 11:30; on Saturday it is open from 16:00 to 20:00 with vespers from 18:30 to 19:30. In December 2025 the community marked its 15th anniversary.

We haven’t yet confirmed from primary sources a parish in Clermont where services are in Church Slavonic. If you know of one, tell us in the chat and we’ll check it and add it.

Russian at the university, and a school for children

Université Clermont Auvergne, Faculty of Languages, Cultures and Communication (UFR LCC), 34 avenue Carnot. You can study Russian in the LLCER licence (three levels, N1-N3), in the LEA licence in English-Russian, and then in the LLCER master’s with a Russian track; the faculty has already published the booklets for the 2026-2027 academic year.

Consulates

There are no consulates in Clermont. The Consulate General of Armenia in Lyon (2 passage Feuillat, reception Mon-Thu 9:30-13:00) also covers the Puy-de-Dôme in its district. Shops

We found no Russian shop in Clermont, and we didn’t look at random. On 12 October 2026 we went through the SIRENE register for all 426 active food businesses in the commune: not one has a Russian or Ukrainian name. Transport: T2C, the train to Paris and the weather

The best thing about Clermont’s transport is the weekends. Since 4 December 2021 the T2C network has been free on Saturdays and Sundays, for all ages, from 4:15 on Saturday morning to 1:30 on Monday night. The metropolitan authority, the city hall and the urban transport syndicate have extended the arrangement to August 2027. One catch: a public holiday on a weekday doesn’t count as free.

No TGV runs to Clermont. Direct Intercités leave from the Gare de Bercy and take 3 h 29 min - 3 h 35 min, and on the SNCF Connect timetable for Sunday 25 October 2026 there were 10 journeys that day, 4 h 12 min on average once journeys with a change are counted. About the weather. The Météo-France station is in Clermont itself, and by the 1991-2020 normals it gives an average of 12.1 °C over the year, 563.4 mm of rain and almost 1,960 hours of sunshine. That is drier and sunnier than Rennes, but the winters are colder: January averages 4.3 °C against 6.2 °C, and there are 55.7 frost days a year on average. In summer it is the other way round: days of 30 °C or more average 22.3 a year. The station’s records are +40.9 °C (26 June 2019) and -29.0 °C (14 February 1929).
