Russian speakers in Orléans: Russian club, church, permits

Yes, Orléans has a place to start: APREI, an association registered in 1991, runs Russian classes and a “Russian club”, and a parish of Russian tradition serves in neighbouring Olivet. Vibe South of France began in the South, but our chat is open to all of France: say you're in Orléans.

The community hasn't met here yet. The nearest meetups: Toulouse, ≈480 km as the crow flies.

Russian-speaking Orléans: what’s here

The main thing Orléans has is a living association where people speak Russian. APREI was registered in 1991, runs Russian classes for adults and brings together a “Russian club” once a month. A church of Russian tradition is close by too, though not in the city itself but in a chapel in neighbouring Olivet.

Our directory for Orléans currently lists associations: 1; churches: 1; schools with Russian: 1. It has no Russian shop for Orléans, and there are no consulates in the city either.

For paperwork Orléans is the centre of the whole region. The Loiret préfecture here is also the regional préfecture, and the OFII directorate in Orléans covers all six départements of Centre-Val de Loire, so people come here when summoned even from Tours.

Vibe South of France grew out of a chat in Montpellier, and we haven’t met up in Orléans yet. But the chat is shared by the whole of France: say in the chat that you're in Orléans and ask which of ours live nearby.

APREI: Russian classes and the “Russian club”

APREI (Amitié avec les Peuples de la Russie et des États Indépendants) is an association for friendship with the peoples of Russia and the CIS countries, in the SIRENE register since October 1991. Its address is the Maison des Associations, 46 ter rue Sainte-Catherine, which is also where the club meets and the library is kept.

What’s on offer, according to the association’s website as of 11 October 2026:

  • Russian classes for adults: four Russian-speaking teachers, seven levels, classes 18:30-20:00 on weekdays, the day depending on your level; the year starts in the first week of October. A course costs €200 a year, €140 at the reduced rate, plus a €16 membership fee. The website doesn’t say where the classes are held;
  • the “Russian club” (Club russe): one Monday a month, 18:30-20:00, at the Maison des Associations, free, run by volunteers, with one condition: you must be an APREI member;
  • a library of books in Russian and French for members;
  • a sale exhibition once a year, the latest from 24 to 29 November 2025, at the same Maison des Associations.

The cookery workshop, the website says, isn’t running for now. The classes and the club are meant both for French people learning Russian and for Russian speakers, so it’s also a place to make French friends who are curious about your language.

The parish of Russian tradition, in Olivet

The parish of Christ the Saviour (Paroisse orthodoxe du Christ-Sauveur d’Orléans) serves in the Coin Rond chapel, 602 rue du Camp des Indiens, 45160 Olivet, the commune next door to Orléans. The parish belongs to the Archdiocese of Orthodox Churches of Russian Tradition in Western Europe (Moscow Patriarchate). The main language of the services is French, with Slavonic chant, as the parish itself puts it; the Easter cycle follows the Julian calendar.

One trap is the address. The Archdiocese’s entry still mentions the Campo Santo cloister in central Orléans in its directions line, but that’s out of date: both the parish website and the address on the same entry give the chapel in Olivet. For service days, check the calendar on the parish website or ask in the chat.

The parish is active: its chronicle for 2026 includes an ecumenical Easter in Orléans on 5 April and a pastoral visit on 24 May.

Russian at Lycée Pothier

Lycée Pothier, 2 bis rue Marcel Proust, is a state lycée where in 2de, the first year of lycée, you can choose Russian as an option (enseignement optionnel), alongside music and Latin with Greek. According to the open ONISEP data it is the only lycée in the Loiret where Russian is taught. How the course continues in 1re and terminale the lycée’s website doesn’t say, so ask when you enrol.

We found no Saturday Russian school for children in Orléans: the one that once existed in the conurbation closed in 2020. If you run a group, tell us in the chat and we’ll add it to the directory of Russian schools. How to enrol a child in a French school is in our guide school and nursery in France.

Shops and consulates

Our directory has no Russian shop in Orléans. Where there are Russian shops is in the directory of Russian shops, and what to use instead of buckwheat is in our guide on buckwheat.

There are no consulates in Orléans, and none closer than Paris, about an hour away by train from Austerlitz. Paris has the embassy of Ukraine and the consular sections of Russia, Belarus and Kazakhstan; the addresses are in our guide to Paris, and how to book is on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Paperwork: the PAN by SMS, new filing rules, OFII for the whole region

The Loiret préfecture is at 181 rue de Bourgogne, open Mon-Fri 9:00-16:00 according to the state directory, phone 02 38 91 45 45. It is the regional préfecture as well.

Help with an online application comes from the PAN, the digital help point, and in Orléans it has rules of its own. It receives people at 1, rue de l’Université, 9:00-16:00, by appointment only. The state directory gives the PAN a different address, but the préfecture’s page (January 2026) is newer, so trust that. Foreign nationals book on 07 88 88 72 02, a number the préfecture itself publishes, and there’s a catch: don’t leave voicemails. If you can’t get through, text this number with your first name, surname and the reason for your visit.

In summer 2026 the préfecture changed how applications are filed. From 1 June, applications that should go through ANEF but get stuck on a technical error (one that neither the CCC support centre nor the PAN could fix) are filed through Démarche Numérique. From 1 July the changes also reached some of the applications that used to be sent by post. Anything that has neither ANEF nor Démarche Numérique still goes by post, until a separate online procedure is launched, which the préfecture plans for the end of 2026. Check your category on the préfecture’s page, linked in the entry below.

A student permit is renewed online, no earlier than 4 and no later than 2 months before the document expires; a one-year carte étudiant costs €100 in stamps, a multi-year (pluriannuel) one €150, and filing late another €180 (service-public, F2231). When the card is ready, an SMS arrives with the stamp amount, and residents of the Orléans-Pithiviers arrondissement collect it Mon-Fri 9:00-12:00 without an appointment, bringing an identity document, a stamp “pour titres étrangers”, the récépissé and, for a renewal, the old permit. The stamp is sold only on timbres.impots.gouv.fr and at a buraliste. Lost the SMS? A second one won’t be sent, so write to the préfecture through its “Nous contacter” form. Only the holder can collect the card (the exceptions are a medical certificate with a power of attorney, and the representative of an adult under legal protection), and it can’t be transferred to another préfecture (the préfecture’s FAQ, updated on 27 January 2025).

OFII is at Bâtiment M, 131 rue du Faubourg Bannier. It is one directorate for the whole Centre-Val de Loire region, six départements: Cher (18), Eure-et-Loir (28), Indre (36), Indre-et-Loire (37), Loir-et-Cher (41) and Loiret (45). Its entry of 20 October 2026 gives Mon-Fri 8:30-12:00 and 13:30-16:45, with no phone number; you come when summoned.

CAF for the Loiret appears in the state directory only with a postal address, 2 place Saint-Charles with a Cedex postcode, and sees people by appointment only, 8:30-16:30; the entry gives no reception address. CPAM is at 9 place du Général-de-Gaulle, open 8:30-16:30 according to its 2024 entry. France Travail has two agencies, Nord on avenue du Général Patton and Sud on avenue de la Bolière, both open 8:45-12:45.

The steps are in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Orléans: who’s hiring

Employers in the ORLEANS employment pool plan 14,070 hires for 2026; the département’s other three pools, Montargis, Gien and Pithiviers, add about 6,300 between them. Employers call 40.7% of the hires hard to fill, fewer than across France (43.8%), and 18.6% are seasonal, against 32.2% nationally. This is France Travail’s BMO 2026 survey from late 2025: intentions, not vacancies.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal

Nursing assistants (Aides-soignants)43037.2%11.6%

Cleaners are hired here all year round (1.6% seasonal), and employers call only 12.7% of those hires hard to fill. Logistics stands out: lorry drivers, 350 hires, none seasonal, 60% hard to fill; unskilled warehouse workers and order pickers, 320; skilled warehouse workers, 290, and for the latter employers call 86.2% of hires hard to fill. Nurses and midwives account for 300 hires; if you have a medical qualification, start with our guide to recognition of qualifications.

Unemployment in the Loiret département in the second quarter of 2026 was 8.5%, higher than in mainland France (8.1%) and the region (7.8%). Over the year it rose by 1.1 points, the sharpest rise in the region (DREETS Centre-Val de Loire, provisional figures). DREETS doesn’t publish the rate for the Orléans employment area itself, only the change: up 1.0 point over the year.

Who needs a work permit and how to register with France Travail is in our guide working in France; pay is in salaries in France.

Housing: renting, buying and HLM

Orléans has an unusual ratio. On ANIL’s model a flat overall costs €14.25/m² a month and a T1-T2 €14.75/m², a gap of just half a euro. In Nancy, Rouen and Caen the same model puts small flats about €2 a metre above the overall figure. In money that’s about €741 for the reference 52 m² and about €546 for a 37 m² T1-T2 (our own arithmetic).

ANIL models the asking price in ads for an unfurnished flat with charges included, Q3 2025; for Orléans the model draws on 27,399 listings. The price in the lease is something the model doesn’t know. The credit line, as the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

CommuneAll flats, €/m² a monthT1-T2, €/m² a month

Saran13.07-
Olivet12.8815.08
Saint-Jean-de-Braye12.8115.26
Saint-Jean-de-la-Ruelle12.52-

A student or a single person does better looking in Orléans itself: a T1-T2 here (€14.75/m²) is cheaper than in Olivet (15.08) and Saint-Jean-de-Braye (15.26), and almost the same as in Saint-Jean-le-Blanc (14.71). For a family needing a bigger flat it’s the other way round: in the same Olivet and Saint-Jean-de-Braye flats overall are almost a euro and a half a metre cheaper, which on 52 m² comes to about €70-75 a month (our own arithmetic). Saint-Jean-le-Blanc is the odd one out: flats overall are the dearest in the table there, €16.00/m². A dash means ANIL has no separate T1-T2 estimate.

There’s no rent cap in Orléans; the encadrement des loyers doesn’t apply here. Where it does is on the service-public page F1314, checked on 1 August 2026: outside the Paris region that’s Lille, Lyon and Villeurbanne, Bordeaux, Montpellier, the Pays Basque and part of the Grenoble metropolitan area. How to put together a rental file and find a guarantor is in our guide to renting in France.

Buying an apartment in Orléans: 2025 sale prices

The median price of a flat sold in Orléans in 2025 was €2,550/m², almost unchanged from 2024 (€2,514). The middle half of the market runs from €2,000 to €2,979/m². We worked this out from 1,259 sales in the DVF database (DGFiP): ordinary sales of a single flat, no new builds, and the most extreme 1% of prices cut at both ends. That’s cheaper than Tours, where the median is €2,835/m².

The median sale was €122,000 and the median flat measured 53 m² (separate medians, so don’t divide them). A one-room flat sold at a median €77,000, a two-room at €116,500 and a three-room at €147,000. 380 houses were sold, at a median €2,557/m², slightly lower than in 2024 (€2,614), and a typical house went for €232,500 for 96 m². Taxes and the notary are in our guide to property in France.

Social housing (HLM) in Orléans

At the end of 2025 Orléans had 8,740 active applications for social housing, and 1,050 households got a home over the year, about eight applications for each one housed (our own calculation). Just over half of those housed, 596 households, had waited less than a year.

Across Orléans Métropole 15,286 applications are in the queue, with an average age of 19 months. The délai anormalement long (the official “abnormally long wait”) in the Loiret is short, 12 months, and both averages are above it: the age of applications in the queue and the 16 months of those who got a home in 2025 (our comparison of averages, not an assessment of your rights). An expired wait alone isn’t enough for the DALO commission; you also have to show that your current home doesn’t suit you. You apply at demande-logement-social.gouv.fr; the steps are in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27.03.2026.

Studying in Orléans: student housing and university

The Université d’Orléans has 20,213 students (Observatoire de la Vie Étudiante, January 2026), but that’s the whole university, 14 sites in seven towns. It has four UFRs (law, economics and management; arts, languages and humanities; science and technology; health), four IUTs (Orléans, Bourges, Indre and Chartres), the Polytech engineering school and an INSPÉ. Every September the university and Crous Orléans-Tours open a Guichet Unique for international students: all the paperwork in one place, without running around town. How you get a student visa in the first place depends on your country. The service-public table (F2231, checked 01.08.2026) names 72 countries whose students apply for the visa through Études en France at pre-enrolment; from our part of the world that means Russia, Ukraine, Armenia, Azerbaijan and Georgia. Belarus, Moldova, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan aren’t in the table, which leaves them France-Visas. Check your country against the table all the same.

Crous Orléans-Tours has 11 residences in Orléans: 8 with the 45100 postcode, on the left bank, and 3 in 45000, Campo Santo, Dessaux and Jacquard. There are at least 1,870 places (our own count; some residences give no number). For 2026-2027 a room costs €274 a month and a T1 or studio for one €337 to €452; the dearest is a T3 for one at Campo Santo, €697, and two sharing a T2 pay from €271 per person. That’s the redevance HT, before VAT, and Crous doesn’t say whether bills are included. Everything starts with the Dossier social étudiant (DSE) on messervices.etudiant.gouv.fr, where ticking “Je demande un logement” is not yet an application: you choose residences later on trouverunlogement.lescrous.fr. In 2026 the main phase ran from 5 May to 5 July, with grant holders first and no étudiants internationaux; for international students the additional phase (7 July - 30 October) opened on 13 July. In person, Crous receives at the Maison de l’étudiant, 2 rue de Tours, 45100 (Hall du Forum), Tue-Fri 9:00-12:00 and 13:00-16:30. If you rent yourself, the free Visale guarantee from Action Logement covers unpaid rent and damage, and it’s open to everyone aged 18 to 30.

Getting there and the weather

The train from Paris (Austerlitz) to Orléans takes about an hour. Check the exact time and fare of your train on SNCF Connect, as the timetable changes.

About the weather. At the Météo-France “Orléans” station (it stands in the commune of Bricy, not in the city), the 1991-2020 normals give 11.7 °C on average over the year, 4.4 °C in January and around 20 °C in July and August. Rainfall is just 636 mm, sunshine 1,823 hours a year, and there are 14 hot days above 30 °C a year on average. Winter isn’t mild, though: 49 nights a year with frost. The records since 1938: 41.3 °C on 25 July 2019 and -19.8 °C on 25 January 1940.

Our people in Orléans and the chat

According to the INSEE 2023 census, 993 of the 78,295 immigrants living in the Loiret département (45) were born in Russia. This is a count by country of birth, not by language: children born in France, and people born abroad as French citizens, are not included. In this table INSEE does not list Ukraine, Belarus, Moldova, Armenia, Georgia, Azerbaijan, Kazakhstan or Uzbekistan separately: the first six are counted under “other European countries”, Kazakhstan and Uzbekistan under “other Asian countries”. Source: INSEE, table IMG1B, 2023 census.

We haven’t met up in Orléans yet, and in the chat export of 25 October 2026 fewer than three members name Orléans as their city, new home or place they travel to. The chat now has 700+ members from all over France, and how it all started in the South is in Events.

In Orléans the chat is handy for asking whether anyone got a reply to their SMS to the PAN, how long the summons to Faubourg Bannier takes, which Monday the next “Russian club” is on and on which Sunday there’s a service in Olivet. And once a few of ours turn up, suggest a meet-up: that’s how it all started for us.

Frequently asked questions

Are there Russians in Orléans?
Yes. Orléans has APREI, an association registered in 1991: Russian classes for adults and, once a month on a Monday, a “Russian club” at the Maison des Associations, 46 ter rue Sainte-Catherine. A parish of Russian tradition serves in neighbouring Olivet. The INSEE 2023 census counts 993 people born in Russia in the Loiret département: a count by country of birth, not language. Say in the Vibe South of France chat that you’re in Orléans and ask who’s nearby.
Where is the Orthodox church in Orléans?
The parish of Christ the Saviour (Paroisse orthodoxe du Christ-Sauveur d’Orléans) serves not in Orléans itself but in the Coin Rond chapel in Olivet: 602 rue du Camp des Indiens, 45160 Olivet. It belongs to the Archdiocese of Orthodox Churches of Russian Tradition in Western Europe (Moscow Patriarchate). Services are in French, with Slavonic chant. For the timetable, see the calendar on the parish website. Don’t go to the Campo Santo cloister in central Orléans: that’s an old address.
How do I book the Orléans préfecture's PAN?
Foreign nationals book the PAN (digital help point) of the Loiret préfecture, 1, rue de l’Université, on 07 88 88 72 02, a number the préfecture itself publishes. Don’t leave voicemails: if you can’t get through, text the same number with your first name, surname and the reason for your visit. The PAN is open 9:00-16:00, by appointment only, and helps when something goes wrong with an online permit application.
Where is OFII in Orléans?
OFII in Orléans is at Bâtiment M, 131 rue du Faubourg Bannier. It is one directorate for the whole Centre-Val de Loire region, six départements, so people come here when summoned from Tours, Bourges and Blois too. Its state directory entry of 20 October 2026 gives Mon-Fri 8:30-12:00 and 13:30-16:45, with no phone number. Still, go by the time in your own summons.
