Moving to Poitiers (France): permits, housing, church, study

Poitiers has the Vienne préfecture, OFII, CAF and CPAM in the city, and the préfecture publishes processing times: in Q2 2026 a first permit application took 129 days on average, a renewal 51. There's a parish of Russian tradition and Russian at the university. Our Vibe South of France chat is open to all of France.

The community hasn't met here yet. The nearest meetups: Toulouse, ≈340 km as the crow flies.

Moving to Poitiers: what’s here

In Poitiers almost all the paperwork of a move happens in one city, and that’s its main advantage. The Vienne préfecture, the OFII directorate, the CAF and the CPAM all work here, and the CAF and CPAM even share a building on rue du Touffenet. No trips to the next département when OFII summons you, as people in Brest or Le Mans have to make.

For our own people the choice is more modest. Our directory for Poitiers lists churches: 1, a French-speaking parish of Russian tradition. There’s also a university programme where Russian is taught from scratch. So this guide is more about moving to the city and living in it than about Russian addresses.

Vibe South of France grew out of a chat in Montpellier, and for now we meet in the South. But the chat is shared by all of France, with 700+ members, so someone in Vienne has people to ask. Post in the chat that you're in Poitiers and find out which of ours live nearby.

Poitiers has 89,916 inhabitants (INSEE 2023 census) in 49,464 households. The city grows by 0.3% a year, all of it from births: slightly fewer people move in than move away. Poitiers is the capital of the Vienne département in the Nouvelle-Aquitaine region.

Paperwork: all in the city, and the préfecture publishes its timings

The Vienne préfecture is at 7 place Aristide-Briand, open on weekdays from 8:45 to 12:00 and from 13:30 to 16:00. A useful detail from its page for foreign nationals: the préfecture publishes average processing times for files. According to the Vienne préfecture, in the second quarter of 2026 files for a first permit application took 129 days on average, and renewals 51 days.

How to read these figures. They’re the average processing time for a file, not the wait for an appointment and not a promise from the préfecture: your file may go faster or slower. Still, planning with them beats planning blind: at least you can see that a first application took more than four months on average and a renewal less than two. The general steps of applying are in our guide to the titre de séjour.

For help with an online application there’s a digital help point (PAN) in the préfecture building, on weekdays from 10:00 to 11:30 and from 14:00 to 15:30, and by phone there’s the ANEF contact centre, 0806 001 620.

Whether your case goes online or to a counter by appointment is shown in a table on the préfecture’s page, and an appointment booked for a procedure that runs online is cancelled. If your type of permit isn’t renewed online, the renewal appointment is booked only on the Vienne préfecture’s website and 4 to 2 months before your permit expires: if there are no slots, try later, as new ones open regularly, and an incomplete file won’t be accepted. Collecting a finished permit is also booked online only, and only after a text message saying it’s ready, so give a mobile number in your application, not a landline. Bring your passport, the récépissé or attestation de décision favorable, your old permit if it’s a renewal, and an electronic tax stamp (timbre fiscal) for the amount in the text. In Brest, by comparison, finished permits are collected without an appointment.

OFII is in Poitiers itself, at 86 avenue du 8 mai 1945. The directorate covers four départements: Charente, Charente-Maritime, Deux-Sèvres and Vienne. The state directory entry gives no opening hours, and the entry itself dates from 2024, so go only by what your summons says.

The CAF and CPAM are in the same building, 41 rue du Touffenet. The CAF is open from 9:00 to 17:00 but closed on Thursday afternoons, which is easy to forget. The CPAM sees people by appointment only; its entry gives the time as “de 13h et 17h”, so don’t count on a morning visit without an appointment. CPAM appointments are booked in your ameli account or on 36 46.

The details are in our guides to OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Poitiers: who’s hiring

Employers in the POITIERS employment pool plan to hire 10,760 people over 2026, two thirds of the hiring plans of the whole of Vienne (67%, our own calculation). They call 43.4% of those hires hard to fill, in line with the country (43.8%), and 28.8% are seasonal, a little below the French figure (32.2%). This is France Travail’s BMO 2026 survey, meaning employers’ intentions for the year.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal
Telesales and call-centre staff (Télévendeurs et téléconseillers)1,3201.5%18.9%
Home helps and carers (Aides à domicile et auxiliaires de vie)39038.5%20.5%
Café and restaurant waiting staff (Serveurs de cafés restaurants)38028.9%65.8%
Nursing assistants (Aides-soignants)38063.2%18.4%
Farm workers (Agriculteurs)36052.8%66.7%

The first line is unusual: the pool plans to hire 1,320 telesales and call-centre staff, 12% of all plans (our own calculation) and more than three times the figure for any other occupation. And employers hardly expect trouble finding them, calling only 1.5% of those hires hard to fill. The survey says nothing about languages, so we draw no conclusions about work in Russian. Third place is shared by waiting staff and nursing assistants, 380 each, but two thirds of the waiting-staff hiring is seasonal, while nursing assistants are mostly hired for the long term and are the hardest to find in the top five, at 63.2%.

We have no figures for the Poitiers employment area, so here is the département: 7.3% in Vienne in the second quarter of 2026 (INSEE), 7.5% for Nouvelle-Aquitaine and 8.1% for mainland France.

Work permits are covered in our guide working in France, and the minimum wage in salaries in France. Jobs wanted and offered go in the community listings, and in the chat you can ask who works in your field.

Housing: renting, buying and HLM

On ANIL’s model a flat in Poitiers costs €12.18/m² a month and a T1-T2 €13.98/m²: about €633 for the reference 52 m² and about €517 for a 37 m² T1-T2 (our own arithmetic). For all flats that’s the same as in Brest, while a T1-T2 here is about €55 a month cheaper than in Tours (€572).

ANIL’s figures are what landlords ask in their ads for an unfurnished flat with charges included, on Q3 2025 data, with 29,862 listings in the model for Poitiers. A signed lease can come out higher or lower. The source credit: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

Poitiers has no encadrement des loyers (rent cap): the city isn’t on the service-public page F1314 (checked on 1 August 2026). How to rent without a French guarantor is in our guide to renting in France, and studying and student life in studying in France.

Buying an apartment in Poitiers: 2025 sale prices

The median flat sale in Poitiers in 2025 was €2,175/m², almost unchanged from 2024 (€2,199). The middle half of the market ran from €1,773 to €2,698/m². We calculated this from 863 sales in DVF, the tax authority’s open database (DGFiP): ordinary sales of a single flat, VEFA new builds not counted, the most extreme 1% of prices dropped on each side.

The flats that change hands in Poitiers are small. The median floor area of a flat sold is just 46 m², and 265 of the 863 sales were one-room flats, almost a third. The median sale price was €90,000 (a separate median, so don’t divide it by the floor area). A one-room flat sold at a median €65,000, a two-room at €90,500, a three-room at €122,500 and a four-room at €132,150. 426 houses were sold, at a median €2,039/m² (€2,025 a year earlier), with a median house price of €177,657 for 90 m². Taxes and notary fees are in our guide to property in France.

Social housing (HLM) in Poitiers

Over 2025 1,111 households got social housing in Poitiers, while 4,671 applications were still in the queue at the end of the year, about 4 for each one housed (our own calculation). 659 of the households housed, more than half, waited less than a year.

In the CU du Grand Poitiers the queue is 7,068 applications with an average age of 15 months, and the applications of those who got a home were 13 months old on average. The délai anormalement long (the official “abnormally long wait”) in Vienne is 18 months. Once it has passed you can go to the DALO commission, but besides the wait you’ll have to prove that your current home doesn’t suit you. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data as of 27.03.2026.

Studying in Poitiers: student housing and university

The Université de Poitiers has over 30,000 students, about 4,000 of them international, from 122 countries (per the university’s website, October 2026). That counts all its sites, including the IUTs in Niort, Châtellerault and Angoulême. The university is made up of 14 faculties, schools and institutes: for example the UFR of law and social sciences, the UFR Santé and the ENSIP engineering school. International students have a dedicated service, SURIEE (service universitaire des relations internationales et des étudiants étrangers). Whether you need the Études en France procedure depends on your country of residence, not your citizenship: it’s compulsory for those living in one of the 75 countries on Campus France’s list, and of our people’s countries that includes Armenia, Azerbaijan, Georgia, Russia and Ukraine. If you live in Belarus, Kazakhstan, Moldova, Uzbekistan or Kyrgyzstan, you take a different route: for year 1 of a licence, a demande d’admission préalable (DAP) through the French embassy in your country of residence; for a master’s, Mon Master; for years 2-3 and doctorates, straight to the university. DAP applications for 2027/2028 are accepted from 1 October to 15 December 2026.

CROUS Poitiers has 13 halls and residences in Poitiers and on the Futuroscope campus, 6 cités universitaires and 7 résidences (the CROUS page was updated on 26 January 2026). The choice is wide: from a basic room with a shared shower, toilet and kitchen and a 12-14 m² confort room to a studette under 16 m², a studio over 16 m² and a T2 for two flatmates. We found no rents on the CROUS Poitiers website. Roche d’Argent has a special status as a “Résidence de la Réussite”: affordable housing plus personal support from a tutor; who gets in, CROUS doesn’t say on that page. Grant holders get places first, but any student can apply, and it all starts with the Dossier social étudiant (DSE). If you rent in town, the free Visale guarantee is open to everyone aged 18 to 30 (and to salariés over 30, subject to conditions).

Just for us: parish, university, shops

The parish of Trinité et Saint-Hilaire

The parish of Trinité et Saint-Hilaire is at 77 avenue de la Libération, 86000 Poitiers. A tip from the parish website helps you find it: the church stands on the right, level with a large modern residential block. It belongs to the Archdiocese of Orthodox Churches of Russian Tradition in Western Europe (Moscow Patriarchate), but services are in French, on the new calendar.

By the parish calendar as taken on 26 October 2026, the vigil is on Saturday at 18:00, though the calendar has some Saturdays without one, and the liturgy is on Sunday at 10:30. Weekday feasts and Christmas have their own times, printed in the monthly calendar on the “Calendrier liturgique” page of the parish website. In early October the home page of the website showed the liturgy at 10:00, so check the calendar before your first visit.

Russian at the university

At the Université de Poitiers Russian is taught in the faculty of languages (Faculté de lettres et langues, building A3, 1 rue Raymond Cantel). The LEA licence has two tracks with Russian, “English - Russian” and “Spanish - Russian”, and you can start Russian from scratch: students choose their two foreign languages from the first semester. It’s a full bachelor’s programme, not evening classes. How to get into a French university is in our guide studying in France.

Checked:

For children we found no Saturday Russian school in Poitiers with confirmed classes. If you run a group or take your child to one, tell us in the chat and we’ll check it and add it to the directory of Russian schools. Enrolling in an ordinary school is covered in our guide school and nursery in France.

Shops and consulates

We found no Russian grocery in Poitiers. There used to be Kaluga at 7 rue Carnot, but according to the SIRENE state register it ceased trading on 31 December 2023, and the register has no new business under that name in Vienne. If you come across its address in an old directory or on a map, don’t waste the trip. There’s the Russian grocery Masha in Tours, online shops that deliver are in our directory of Russian shops, and what to use instead of buckwheat and tvorog is in our guides on buckwheat and on tvorog.

Poitiers has no consulates, so for a passport or certificates you go to Paris: a direct TGV takes from 1 h 16 min. Where the sections of Russia, Ukraine, Belarus and Kazakhstan receive visitors is gathered in our guide to Paris; booking and phone numbers are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Paris (Montparnasse) - PoitiersOUIGO, evening service at 19:51≈1 h 30 min

On the SNCF Connect timetable for Wednesday 28 October 2026 there are 19 journeys from Paris to Poitiers, the first at 5:59 and the last at 20:46. The fastest is the TGV INOUI from Montparnasse at 8:01, in 1 h 16 min; the other direct TGVs take up to 2 h 09 min. The main trap is the OUIGO at 8:12: it doesn’t leave from Paris but from Massy TGV in the suburbs, while the evening OUIGO at 19:51 does leave from Montparnasse. Check the station on your ticket and look at the timetable in the app closer to your trip. What awaits you in Paris, from consulates to Russian schools, is in our guide to Paris.

Poitiers-Biard airport is small: in 2025 it handled 74,355 passengers, 8.8% fewer than the year before, and 71,844 of them were on international routes, so almost all its traffic; domestic routes added up to about 2.5 thousand people over the year (our own calculation).

About the weather. The Météo-France station is in the neighbouring commune of Biard, by the airport. The 1991-2020 normals give 12.2 °C on average over the year: January about 5 °C, July and August about 20 °C. Sunshine is 1,941 hours a year, more than in Tours (about 1,885), Le Mans, Brest and Troyes. Rainfall is 695 mm. In summer there are on average 16 days of 30 °C and 60 of 25 °C, but also about 45 frosty nights a year. The climate sheet is in the sources at the bottom.

Our people in Poitiers and the chat

We haven’t met up in Vienne yet, and in the chat export of 25 October 2026 fewer than three members name Poitiers as their city, new home or place they travel to. It all began with a single barbecue near Montpellier on 31 May 2025, and what came next is in Events.

How the chat helps in Poitiers: finding out how long a file actually took at the Vienne préfecture, who goes to the liturgy on avenue de la Libération, where LEA students can find conversation practice and where to go for Russian groceries now that Kaluga has closed. Questions like these are answered by people who’ve been through it, even if in another city. If you’d like to get our people together, suggest a meet-up: that’s how it all started for us.

For children we found no Saturday Russian school in Poitiers with confirmed classes. If you run a group, tell us in the chat and we’ll check it and add it to the directory.
Is there a Russian shop in Poitiers?
We found no Russian shop trading in Poitiers: the Kaluga grocery at 7 rue Carnot ceased trading on 31 December 2023 according to the SIRENE state register, and the register has no new business under that name in Vienne, so don’t go by old addresses from the internet. The neighbouring guide has the Russian grocery Masha in Tours (8 rue de Montbazon), and online shops delivering across France are in our directory of Russian shops.
How long does the Vienne préfecture take to process a residence permit file?
According to the Vienne préfecture, in the second quarter of 2026 files for a first permit application took 129 days on average, and renewals 51 days. That’s the average processing time for a file, not the wait for an appointment, and it’s no guarantee. The préfecture is at 7 place Aristide-Briand, Mon-Fri 8:45-12:00 and 13:30-16:00. OFII for Poitiers is in the city itself, 86 avenue du 8 mai 1945: you go there when summoned.
How much does it cost to rent a flat in Poitiers?
In Poitiers landlords ask about €633 a month for the reference 52 m² and about €517 for a 37 m² T1-T2 (our own arithmetic from ANIL’s model: €12.18 and €13.98/m², Q3 2025 listings, charges included, unfurnished). A studio or one-bedroom flat here is about €55 a month cheaper than in Tours. Poitiers has no rent cap (encadrement des loyers). A private T1-T2 costs about €13.98/m² (ANIL model), about €517 for 37 m², and the Visale guarantee is free for all aged 18 to 30.
Is there work in Poitiers?
By France Travail’s BMO 2026 survey, employers in the POITIERS pool plan to hire 10,760 people over 2026; they call 43.4% of hires hard to fill, and 28.8% are seasonal. Telesales and call-centre staff (Télévendeurs et téléconseillers) are wanted most: 1,320 hires, 12% of all plans in the pool (our own calculation), and employers call just 1.5% of them hard to fill. The survey says nothing about languages. Unemployment in the Vienne département in the second quarter of 2026 was 7.3% (INSEE).
How long does it take to get from Paris to Poitiers?
Direct TGVs from Paris-Montparnasse take from 1 h 16 min, more often 1 h 20 - 1 h 40 min: the SNCF Connect timetable for 28.10.2026 shows 19 journeys a day, from 5:59 to 20:46. The fastest is the TGV INOUI at 8:01. Careful with the OUIGO at 8:12: it doesn’t leave from Paris but from Massy TGV. That’s one day’s timetable, so check yours in the app before you travel.
