Russian speakers in Rennes (France): churches, permits, rent

Yes, Rennes has a few addresses for Russian speakers: our directory lists two Orthodox churches and Kazakhstan's honorary consulate, and the préfecture, OFII, CAF and CPAM are all in the city. Vibe South of France started in the South, but our chat is open to all of France: say you're in Rennes.

Russian-speaking Rennes: what’s here

Let’s be straight: Rennes has fewer Russian-speaking addresses than Nantes or Strasbourg. Right now our directory for the city lists 2 churches, and neither holds its services in Russian. There is Kazakhstan’s honorary consulate. But there’s no Russian shop and no Russian children’s school that we could check against a primary source, not one so far.

On the other hand, paperwork is easier here than in many cities. The préfecture, OFII, CAF, three CPAM reception points and five France Travail agencies are all in Rennes itself, so you don’t have to travel to the next town for OFII. All of that, plus housing, work and transport, is below, with figures and dates.

Vibe South of France grew out of a chat for Russian speakers in Montpellier, and for now our meet-ups happen in the South, but the chat has long been shared by the whole of France. Post in the chat that you're in Rennes and ask which of ours live nearby.

Rennes has 230,890 inhabitants (INSEE 2023 census), 789,516 in the whole catchment area, and since 2017 the city has been growing by 1.1% a year. It’s the capital of Brittany and of the Ille-et-Vilaine department.

Paperwork: préfecture, OFII, CAF, CPAM

The Ille-et-Vilaine préfecture is at 81 boulevard d’Armorique, 35700 Rennes. It sees people Mon-Fri 9:00-12:00 and 13:30-16:00, by appointment only (state directory entry of 31 August 2026). Booking the appointment itself is free; the préfecture’s website says so outright.

How a first application for a titre de séjour is filed depends on its type. Some statuses go through the national ANEF portal. For others the préfecture uses its own “démarche numérique” platform, among them “Salarié ou travailleur temporaire” and “Pacsé(e) avec un(e) français(e)”. The rest is by appointment. The full list of statuses is on the préfecture’s page.

If you can’t manage to apply online, there is a point d’accueil numérique (PAN). It works like this: first you phone, Mon-Fri 8:45-12:15 and 13:30-16:15, on 02 21 86 25 35 (choose 1, then 1). The agents help by phone and, if they think it’s needed, arrange a face-to-face meeting at the préfecture. And if the meeting at the PAN doesn’t solve it either, they book you a slot at the counter. One more detail that will save you time: the bureau du séjour has no phone line, and nobody will tell you over the phone how your file is getting on. For ANEF questions there is a contact centre, 0 806 001 620.

OFII is in Rennes itself, at 8 rue Jean-Julien Lemordant. The directorate covers four Breton départements at once: Côtes-d’Armor, Finistère, Ille-et-Vilaine and Morbihan. You go when summoned, and the hours in the state directory date from 2024, so go by what your summons says.

CAF sees people at Cours des Alliés: on Tuesdays and Thursdays by appointment only. Students will find CAF’s separate line, 0 969 32 52 52, useful; it stays open until 19:30. CPAM has three reception points in the city, Fréville, Maurepas and Villejean, each with its own walk-in days: check the card below so you don’t turn up on an “appointment-only day”.

The general procedure is set out in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Rennes: who’s hiring

In the RENNES employment pool, which means 159 communes around the city, employers plan to hire 25,740 people over 2026. They themselves consider almost half of those hires, 49.7%, hard to fill (43.8% for France as a whole). Seasonal hires make up 24.0% of them, against 32.2% nationally, so recruitment here is mostly year-round. The figures come from France Travail’s BMO 2026 survey, carried out at the end of 2025: employers’ intentions, not open vacancies.

Lorry drivers (Conducteurs routiers)71063.4%33.8%

If you come from IT, there’s a line just below the top that you should know about: the pool plans to hire 470 IT and telecoms engineers and developers, and none of those hires are seasonal.

Unemployment in the Ille-et-Vilaine department in the second quarter of 2026 was 6.8% (INSEE, from DREETS Bretagne data), the same as for Brittany as a whole. For France without Mayotte, in the same note, it was 8.3%. Rennes itself has 155,436 jobs (2023 census): 53.9% in trade, transport and services, 37.4% in public administration, education, health and social work.

Who needs a work permit and how to register with France Travail is in our guide working in France; the SMIC and median pay are in salaries in France. We don’t post job ads, but in the chat you can ask which of our people work in your field.

Housing: renting, buying and HLM

On ANIL’s model, a flat in Rennes averages €14.87/m² a month, and a T1-T2 €17.19/m². It is a forecast from Q3 2025 listings for a reference unfurnished flat with charges included: 52 m² for all flats and 37 m² for a T1-T2. These figures don’t show the rents in signed leases; they’re closer to what landlords ask in their ads. The source is credited the way the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

In money terms (our own arithmetic: the rate times the reference size), a 52 m² flat comes to roughly €773 a month and a 37 m² T1-T2 to about €636. That’s a little dearer than Nantes, where the same model gives €754 and €613. The model for Rennes draws on 48,789 listings.

If you’re willing to live outside the city but still within reach of the STAR metro and buses, look at the communes of Rennes Métropole:

CommuneAll flats, €/m² a monthT1-T2, €/m² a month

Cesson-Sévigné13.4015.55
Saint-Jacques-de-la-Lande13.1115.33
Chantepie13.0915.52
Saint-Grégoire13.0915.59
Bruz12.7414.75
Betton12.5014.12

A T1-T2 in these communes costs €1.6-3.1/m² less than in Rennes itself, which on 37 m² makes a difference of up to about €114 a month (our own arithmetic).

There’s no rent cap in Rennes. According to the service-public page F1314 (checked on 1 August 2026), outside the Paris region the encadrement des loyers applies in Bordeaux, part of Grenoble-Alpes Métropole, Lille with Hellemmes and Lomme, Lyon with Villeurbanne, Montpellier and the Pays Basque. Rennes isn’t on that list. How to put together a rental file without a French guarantor is in our guide to renting in France.

Buying an apartment in Rennes: price per m² in 2025 sales

A square metre of flat in Rennes sold for a median €3,700 in 2025, 2.5% more than in 2024 (€3,608). Half of the sales fell between €2,962 and €4,355/m². That’s our own calculation from 2,828 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no VEFA new builds, and the 1% lowest and 1% highest prices per m² left out. For comparison, Nantes comes to €3,385/m² by the same method, so Rennes is about 9% dearer.

The median flat sold measured 59 m² and the median sale price was €182,000; two separate medians. By rooms: a one-room flat sold at €104,000, a two-room at €160,000, a three-room at €229,400. The per-metre price is highest for one-room flats, €4,464. The sample has 482 houses, at a median €440,000 including the land, with 102 m² of living space. The agency’s commission is, as a rule, not part of the DVF price; taxes and the notaire are in our guide to property in France.

Social housing (HLM) in Rennes: applications and waiting times

At the end of 2025 Rennes had 18,347 active applications for social housing, and during 2025 1,833 households got a home: about 10 applications for every one housed (our own calculation). Of those housed, 448 households, roughly one in four, waited less than a year.

Across Rennes Métropole as a whole about 28 thousand applications are in the queue, and for those who got a home the application was 28 months old on average. The délai anormalement long (the official “abnormally long wait”) in the metropolitan area is 36 months (39 for people already in social housing who ask for a swap), and 30 in the rest of the department. After that you can turn to the DALO commission, but the wait alone is not enough: you also have to show that your current home doesn’t fit your needs. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27 March 2026.

Churches

The parish of Saint-Jean-de-Cronstadt-et-Saint-Nectaire-d’Égine worships in the Saint-François-Xavier chapel on rue Toullier. It belongs to the Ecumenical Patriarchate, the Greek Metropolis of France, vicariate of parishes of Russian tradition, and was founded in 1989. The services are in French, on the new calendar. Matins and the liturgy are at 10:00 on the second and fourth Sunday of the month, plus the major feasts. The parish is alive: in November 2025 its website carried a note about the liturgy for the feast of Saint Nectarios.

The Romanian parish of Saints Joachim and Anne worships in the église Sainte-Anne, 1 rue Marceau. According to the parish’s website the liturgy has been held weekly since 21 June 2014, but the latest timetable of services there is for 2024. It is part of the Romanian Orthodox Church, and we don’t present it as a Russian parish.

We found no parish in Rennes that uses Church Slavonic. In our guide to Nantes there is the parish of the Resurrection of Christ, where the liturgy is in French while the prayers and hymns are sung in Church Slavonic.

Consulates

Kazakhstan’s honorary consulate is at the Maison internationale de Rennes, 7 quai Chateaubriand, 35000 Rennes (French foreign ministry directory, entry of 5 September 2025). Its opening hours are not published anywhere. According to Novastan (2022), Kazakhstan has three honorary consulates in France, in Lyon, Nice and Rennes. They are run by French citizens, and they help rather than replace the embassy’s consular service.

The French foreign ministry’s directory also lists an honorary consulate of Ukraine in Rennes (entry of 1 October 2025). We found no second source on it, so for Ukrainian consular services go to Paris.

The consular sections of Russia, Ukraine, Belarus and Kazakhstan are nearest in Paris, with addresses gathered in our guide to Paris. Phone numbers, websites and how to book are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

A Russian school and shops

Our directory has no Russian children’s school for Rennes yet: an entry on a Russian-speaking association with classes for children is waiting to be checked, and the last enrolment announced on its website is for 2025/2026. If your child goes to such a group or you run one yourself, tell us in the chat, we’ll check it and add it to the directory of Russian schools. How to enrol a child in an ordinary French school is in our guide school and nursery in France.

There are no shops for Rennes in the directory yet either, not one. Online shops that deliver across France are gathered in the directory of Russian shops, and what to use in place of the tvorog you can’t find in a supermarket is in our guide on tvorog. Know a shop in Rennes or nearby? Tell us, and we’ll check it.

A “1 voyage” ticket costs €1.70 and is valid for an hour from the first validation, including changes between buses and metro. You don’t have to buy it in advance; you can tap a contactless bank card on the validator. Season tickets have gone up since 1 July 2026, and in 2025 the network carried 111.3 million journeys.

From the station to the centre, take the metro: line a towards J.F. Kennedy to République, or line b towards Cesson-Viasilva to Saint-Germain.

Rennes-Bretagne airport handled more than 512,000 passengers in 2025, with 8 airlines flying from it. STAR ticket machines stand in the airport. The C6 bus towards Cesson-Sévigné reaches République in about 30 minutes; for the way back you catch it at République opposite the post office, towards Aéroport. To reach the railway station, take the C6 to Saint-Jacques - Gaîté and change to metro line b for the Gares stop. We found no separate airport fare on the STAR pages.

Paris is closer than it seems: by the SNCF Connect page for October 2026 the fastest Paris - Rennes train takes 1 h 26 min, with 24 trains a day. The average, 1 h 58 min, counts journeys with a change too, so choose a direct train in the app. What awaits you in Paris, from consulates to Russian schools, is in our guide to Paris.

There are around 1,760 hours of sunshine a year, less than in Nantes, though there’s less rain too. Hot days of 30 °C and above average about nine a year (Météo-France climate sheet, linked in the sources at the bottom).

Our people in Rennes and the chat

We haven’t held a meet-up in Rennes yet, and we don’t know how many chat members live in Brittany. Our community began with a single barbecue near Montpellier on 31 May 2025, and everything since is in Events.

What is the chat good for if you’re in Rennes? Questions about the préfecture, CAF, housing and work in France are much the same for everyone, and someone has already walked your path, even in another département. Say you’re in Rennes and ask who’s nearby. If you’d like to get our people together, suggest a meet-up: that’s how it all started for us.

Rennes does have Kazakhstan’s honorary consulate: Maison internationale de Rennes, 7 quai Chateaubriand, opening hours not published. Kazakhstan’s honorary consulates in France are run by French citizens; they help, but they don’t replace the embassy’s consular service. The French foreign ministry’s directory also lists an honorary consulate of Ukraine in Rennes (entry of 1 October 2025), but we found no second source: for Ukrainian consular services go to Paris.

The Ille-et-Vilaine préfecture is at 81 boulevard d’Armorique, 35700 Rennes, open Mon-Fri 9:00-12:00 and 13:30-16:00, by appointment only. Some applications are filed online through ANEF, others on the préfecture’s “démarche numérique” platform, and the rest by booking an appointment. If that doesn’t work, phone the PAN on 02 21 86 25 35 (choose 1, then 1), Mon-Fri 8:45-12:15 and 13:30-16:15: they will arrange a face-to-face meeting if one is needed. Booking an appointment at the préfecture is free.
What should Ukrainians with temporary protection do in Rennes?
The steps for temporary protection are set out in our guide to temporary protection in France. In Rennes you need the same addresses as everyone else: the Ille-et-Vilaine préfecture (81 boulevard d’Armorique, Mon-Fri 9:00-12:00 and 13:30-16:00, by appointment only), OFII at 8 rue Jean-Julien Lemordant, CAF on Cours des Alliés and one of the three CPAM reception points. How do I get from Rennes airport to the centre?
On the STAR network’s C6 bus from the stop by the airport to République: about 30 minutes, with ticket machines at the airport itself. To reach the railway station, take the C6 to Saint-Jacques - Gaîté and change to metro line b for the Gares stop. We found no separate airport fare on the STAR pages; the ordinary one-hour ticket costs €1.70.
Is the Vibe South of France chat for me if I live in Rennes?
Yes. We started in Montpellier, but the chat has people from all over France, and there’s one link for everyone. Say you’re in Rennes and ask about the préfecture appointment, housing or work: people who’ve already been through it answer. Joining is free.

Our people near Rennes: how to find them?

The city has no chat of its own - there is the project's shared chat: we started in the South, but it is open to all of France. Drop in and ask who's nearby: we'll point you to them and help you settle in. Free, in Russian.
