Russian speakers in Rouen: ROCOR church, permits, housing

Yes, Rouen has a Russian church: the ROCOR (Russian Orthodox Church Outside Russia) community of St John of Shanghai serves once a month in a chapel on the Île Lacroix, and Lycée Jeanne d'Arc teaches Russian. Vibe South of France began in the South, but our chat is open to all of France: say you're in Rouen.

The community hasn't met here yet. The nearest meetups: Toulouse, ≈650 km as the crow flies.

Russian-speaking Rouen: what’s here

Our directory has a community of the Russian Orthodox Church Outside Russia (ROCOR) in Rouen. It serves in a chapel on the Île Lacroix, and not every week but once a month. A Romanian parish uses the same chapel, and it names Russians outright among its parishioners.

Churches in our directory for Rouen: 2, of which of Russian tradition: 1. Schools with Russian: 1, namely the state Lycée Jeanne d’Arc.

With paperwork Rouen is luckier than Le Havre: the préfecture, OFII, CAF and CPAM are all in the one city, so there is no trip elsewhere for OFII. Rouen is the capital of both Seine-Maritime and the whole of Normandy.

Vibe South of France started as a chat in Montpellier, and we haven’t met up in Normandy yet. The chat, though, is shared by the whole of France: say in the chat that you're in Rouen and ask which of ours are nearby.

Paperwork: préfecture, PAN and OFII in one city

The préfecture stands at 7 place de la Madeleine. It is open Mon-Fri 9:00-15:45, but only by appointment or summons; you can’t just walk in. You book online, on the “Prendre un rendez-vous en ligne” page of the préfecture’s website.

If your online permit application won’t go through, there is the PAN “étrangers”, the digital help point for foreign nationals, in the same préfecture. A small but important detail: the PAN sees people by appointment only, and the hours on the préfecture’s website (Mon-Fri 9:00-12:00 and 13:00-15:45) differ from the state directory entry. Trust the website. You book by phone on 02 32 76 50 50. If all the mediators are busy, the préfecture asks you to leave a message with your contact details and the reason for your visit; you can also write a letter, with the address on the same page. The Rouen PAN serves the Rouen and Dieppe arrondissements, while Le Havre has its own at the sous-préfecture (more in our guide to Le Havre).

Another préfecture page worth knowing is “Délais d’ouverture des demandes formulées dans l’ANEF”. For each type of permit (student, family member of a French national, passeport talent, visiteur and others) it shows how old the applications are that the préfecture is opening now. Its figures, however, are from March 2026. Treat them as a guide, not a promise.

A student permit is renewed online only, no earlier than 4 months and no later than 2 months before the document expires; a one-year carte étudiant costs €100 in stamps, a multi-year (pluriannuel) one €150, and latecomers pay another €180 (service-public, F2231). In Rouen the finished card is handed over by appointment only, and you can book only once the SMS saying your permit is ready has arrived. At collection you hand in the récépissé, and for a renewal the old permit as well; you pay in stamps (timbres fiscaux) only, as the préfecture doesn’t take cash.

Rouen has OFII of its own: 15 place de la Verrerie, Immeuble Montmorency 1, fifth floor. The directorate covers two départements, Eure and Seine-Maritime. Going by the 2024 entry, it receives people in person on Monday and Tuesday mornings and on Thursday 9:00-12:00, while the phone, 02 32 18 09 94, is answered at other times, listed in the entry below. You still come only when summoned.

CAF is at 65 avenue Jean-Rondeaux, on weekdays 8:30-12:30 and 13:30-16:30. CPAM here is a fund of its own, Rouen-Elbeuf-Dieppe, separate from the Le Havre one: the siège on 50 avenue de Bretagne and the Haut-de-Rouen reception on rue Joachim-du-Bellay. Both work by appointment only, through ameli or on 36 46. France Travail has four agencies, Luciline, Beauvoisine, Saint-Sever and Aubette, all open in the mornings 8:30-12:30.

The procedures step by step are in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Rouen: who’s hiring

Employers in the ROUEN employment pool plan 15,390 hires for 2026, and they expect 45.5% of them to be hard to fill, more than across France (43.8%). Only 18.0% are seasonal, against 32.2% nationally, so work here is mostly year-round. The neighbouring Elbeuf pool, also in the metropolitan area, is counted separately (2,050 hires). The source is France Travail’s BMO 2026 survey from late 2025: employers’ plans, not vacancies.

OccupationHiring projectsHard to fill, by employers’ estimateSeasonal
Home helps and carers (Aides à domicile et auxiliaires de vie)1,29028.7%10.1%
Nurses and midwives (Infirmiers et sages-femmes)1,02091.2%2.9%

Cleaners (Agents d’entretien de locaux)61052.5%13.1%
Waiting staff (Serveurs de cafés restaurants)56066.1%44.6%

The figure that stands out is nurses: 1,020 hiring plans, and in 91.2% of cases employers expect in advance that finding someone will be hard. With a diploma from outside the EU the road to this job is long, because nursing is a regulated profession in France; start with our guide to recognition of qualifications. Without a recognised diploma the top row, home helps, is the closest option: 1,290 hires, hardly any of them seasonal. A little lower down the list are lorry drivers (Conducteurs routiers): 320 hires, none seasonal, with 71.9% hard to fill.

Rouen has little to boast about on unemployment. In the second quarter of 2026 the Rouen employment area stood at 9.4%, 0.9 points up on a year earlier and above mainland France (8.1%). In its Flash Normandie bulletin INSEE names eastern Normandy and the Seine valley as the areas with the highest unemployment, and Rouen is on that list. Seine-Maritime, at 9.0%, is the region’s worst-placed département on this measure, 79th in the country; Normandy as a whole is at 7.9%. Figures for the latest quarter are provisional.

Who needs a work permit and how to register with France Travail is in our guide working in France; the minimum wage is in salaries in France.

Housing: renting, buying and HLM

On ANIL’s model a flat in Rouen costs €13.28/m² a month and a T1-T2 €15.38/m². That’s about €690 for the reference 52 m² and about €569 for a 37 m² T1-T2 (our own arithmetic). In Le Havre the same model gives €12.36 and €13.90/m².

ANIL models the asking price in ads for an unfurnished flat with charges included, Q3 2025; for Rouen the model draws on 53,222 listings. What ends up in the signed lease it doesn’t know. The credit line the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.

Bois-Guillaume, Mont-Saint-Aignan and Le Mesnil-Esnard cost as much as Rouen itself or more, and in Mont-Saint-Aignan a T1-T2 is even a little dearer than in the city. The real savings are in Sotteville and Petit-Quevilly, and the biggest in Elbeuf. In Sotteville-lès-Rouen a 37 m² T1-T2 comes out about €39 a month cheaper than in Rouen, and in Elbeuf a 52 m² flat costs about €529 against €690 (our own arithmetic). A dash means ANIL has no separate T1-T2 estimate for the commune.

Rouen has no encadrement des loyers. According to the service-public page F1314 (checked on 1 August 2026), outside the Paris region a rent cap applies only in Bordeaux, part of the Grenoble metropolitan area, Lille, Lyon and Villeurbanne, Montpellier and the Pays Basque. The rental file and a guarantor are covered in our guide to renting in France.

Buying an apartment in Rouen: 2025 sale prices

The median price of a flat sold in Rouen in 2025 was €2,691/m², almost the same as in 2024 (€2,672). The middle half of the market runs from €2,103 to €3,282/m². We calculated it ourselves from 1,866 sales in the DVF database (DGFiP): ordinary sales of a single flat, no new builds, the most extreme 1% of prices left out. Rouen is roughly 23% dearer than Le Havre, where the median is €2,190/m² (our own calculation).

Flats sold here are small: the median size is 48 m² and the median sale price €112,510 (separate medians, so don’t divide one by the other). A one-room flat sold at a median €74,000, a two-room at €110,250 and a three-room at €150,000. In Rouen itself 355 houses were sold, at a median €2,762/m², almost unchanged from 2024, and a typical house went for €240,000 for 87 m². Taxes and the notary are in our guide to property in France.

Social housing (HLM) in Rouen

At the end of 2025 Rouen had 9,372 active applications for social housing, and 1,164 households got a home over the year, about eight applications for each one housed (our own calculation). More than six in ten of those housed, 728 households, had waited less than a year, but the queue also holds 341 applications that are five to ten years old.

Across the Métropole Rouen Normandie 27,517 applications are in the queue, with an average age of 18 months, exactly the délai anormalement long (the official “abnormally long wait”) in Seine-Maritime (18 months). Those who got a home in 2025 had waited 12 months on average (our comparison of averages; for DALO an expired wait alone isn’t enough, you also have to show that your current home doesn’t suit you). You apply at demande-logement-social.gouv.fr; the steps are in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27.03.2026.

Studying in Rouen: student housing and university

On 15 January 2026 the Université de Rouen Normandie had 30,860 students across the whole university, of whom 4,378 (14%) were international and 9,024 held a grant (university figures, August 2026). Almost half are studying for a licence, and 4,278 are in medicine and health. Newcomers from abroad get help from Espace Monde: enrolment, the student card and, if you’re from outside the EU, the permit application. The international relations office, DRIC, is on the Mont-Saint-Aignan campus, in the Espace Michel Serres. The visa route depends on your country. The service-public table (F2231, checked 01.08.2026) lists 72 countries whose students request the visa through Études en France as early as pre-enrolment, and among them are Russia, Ukraine, Armenia, Azerbaijan and Georgia. Belarus, Moldova, Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan aren’t on it: theirs is the France-Visas route. Check your own row before you apply.

Crous Normandie has 9 residences with 959 places in Rouen itself, and 15 across the Rouen sector, with Mont-Saint-Aignan and Saint-Étienne-du-Rouvray (our own count from the Crous pages). The pages give no year for the rates, and the prices need comparing with care. The cheapest studio, €286.20 at Jardins Saint Paul, is HC, without bills (a place in a T2 for two there is €213.70 per person, also HC). With all bills included the cheapest is a studio at Barbet, €353, and the dearest in town is a T1 bis for two at La Varende, €574. You can claim APL for Crous housing. The way in is the Dossier social étudiant (DSE) on messervices.etudiant.gouv.fr: the residence pages ask you to file it by 31 May before the academic year, and as early as you can. Places that free up during the year are listed in the same place from 1 October to 31 August, under “trouver un logement en résidence universitaire”. If you do rent in town, the free Visale guarantee from Action Logement covers unpaid rent and damage, and it’s open to everyone aged 18 to 30.

The chapel on the Île Lacroix: ROCOR and a Romanian parish

Both Orthodox communities in Rouen serve in the same chapel, Saint-Victrice on the Île Lacroix, 8 rue de l’Industrie, 76100 Rouen. The diocesan directories give the postcode as 76000, but the IGN address database and the SIRENE register say 76100, so give your sat-nav 76100.

The community of St John, Archbishop of Shanghai the Wonderworker belongs to the Russian Orthodox Church Outside Russia, Diocese of Great Britain and Western Europe. According to the diocese’s 2026 directory, there is a service here once a month. On what day and in which language the directory doesn’t say, and the community has no timetable page of its own. Ask in the chat before you go: one of ours may already be making the trip.

The Romanian parish of Saint-Silouane-et-Saint-Victrice serves more often. Its calendar has the Sunday liturgy at 10:00 (with the hours at 9:00), but not every week, and at 9:00 on weekday feasts. In October 2026 the Sunday liturgies fell on the 4th and the 18th, November has the 1st and the 8th, and the timetable is published up to 26 December 2026. Services are in French and Romanian, but the parish writes that its people include French, Romanians, Georgians, Russians, Lithuanians and Serbs, and when Russian speakers are present some litanies are said in Church Slavonic.

Russian at Lycée Jeanne d’Arc

Lycée Jeanne d’Arc, 2 rue Sainte-Geneviève-du-Mont, is a state lycée where Russian can be taken as the second language (LVB): one of five choices, alongside German, Spanish, Chinese and Italian. There is also an optional LVC, and the lycée says it takes both beginners and pupils who already speak Russian. Pupils get in through the ordinary lycée allocation; there is no separate intake for Russian. Don’t confuse it with the lycée of the same name in Caen.

The À l’Est film festival

Rouen hosts À l’Est, a festival of Central and Eastern European cinema. It was founded here in 2002, and in 2026 it ran for the twentieth time, from 2 to 15 March; the main venue is the Omnia République cinema on rue de la République, with screenings also in Mont-Saint-Aignan, Dieppe and Le Havre. It isn’t a Russian-language festival but one about the whole region.

Consulates

The nearest consulates are in Paris, about 1 h 15 min by train from Saint-Lazare: the embassy of Ukraine and the consular sections of Russia, Belarus and Kazakhstan. The addresses are in our guide to Paris, and how to book is on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.

Getting there and the weather

The train from Paris (Saint-Lazare) to Rouen takes about 1 h 15 min. Check the exact time and fare of your train on SNCF Connect, as the timetable changes.

If you live in Rouen and work in Paris, a private-sector employer has to refund half of your season ticket at the 2nd-class fare on the shortest route; single tickets aren’t refunded, and if you work less than half-time the refund is in proportion to your hours (service-public, F19846, Code du travail L3261-2).

About the weather. Rouen is a rainy city. At the Météo-France Rouen-Boos station (on the plateau by Boos airfield, 156 m above sea level), the 1991-2020 normals give 848 mm of rain a year, and more than a third of the days, 134, see at least a millimetre. The average for the year is 10.9 °C, with January around 4 °C and July and August around 18 °C. Sunshine comes to about 1,550 hours (1991-2019). Heat is rare, with 6 days a year above 30 °C on average, but the record since 1968 is 41.3 °C, on 25 July 2019; the record low is -17.1 °C, on 17 January 1985. Keep an umbrella to hand all year round.

Our people in Rouen and the chat

According to the INSEE 2023 census, 555 of the 52,503 immigrants living in the Métropole Rouen Normandie conurbation were born in Russia. This is a count by country of birth, not by language: children born in France, and people born abroad as French citizens, are not included. In this table INSEE does not list Ukraine, Belarus, Moldova, Armenia, Georgia, Azerbaijan, Kazakhstan or Uzbekistan separately: the first six are counted under “other European countries”, Kazakhstan and Uzbekistan under “other Asian countries”. Source: INSEE, table IMG1B, 2023 census.

We haven’t had a meet-up in Rouen yet, and in the chat export of 25 October 2026 fewer than three members name Rouen as their city, new home or place they travel to. The chat now has 700+ members from all over France, and how the community grew out of a single barbecue in the South is in Events.

What the chat is good for in Rouen: asking which day of the month the ROCOR community serves, who has already been to the PAN on place de la Madeleine, how quickly OFII sends its summons and which commune in the metropolitan area has cheaper rents. If a few people turn up nearby, suggest a meet-up: that’s how it all started for us.

Frequently asked questions

Is there a Russian Orthodox church in Rouen?
Yes. The community of St John of Shanghai of the Russian Orthodox Church Outside Russia (ROCOR) serves in the chapel on the Île Lacroix, 8 rue de l’Industrie, 76100 Rouen, once a month according to the diocese’s 2026 directory, which doesn’t say on what day: ask in the chat. The Romanian parish of Saint-Silouane-et-Saint-Victrice serves at the same address: liturgy at 10:00 on some Sundays (4th and 18th October 2026), in French and Romanian.
Are there Russians in Rouen?
Yes. The Romanian parish’s website lists Russians among its parishioners, and when Russian speakers attend, some litanies are said in Church Slavonic. We found no Russian-speaking association with regular meetings and no Russian shop. The INSEE 2023 census counts 555 people born in Russia in the Métropole Rouen Normandie: a count by country of birth, not language. The PAN is open Mon-Fri 9:00-12:00 and 13:00-15:45, only for the Rouen and Dieppe arrondissements.
Where is OFII in Rouen?
In the city itself: 15 place de la Verrerie, 76100 Rouen, Immeuble Montmorency 1, fifth floor. The directorate covers Eure and Seine-Maritime. Per its 2024 state directory entry, it receives people in person on Monday and Tuesday mornings and on Thursday 9:00-12:00, phone 02 32 18 09 94. You come when summoned, at the time given in the summons.
