Toulon for our people: community, moving, the sea
Yes, there are our people in Toulon and right across the Var department. Toulon is France's largest naval port on the Mediterranean, the third city of PACA, with housing noticeably cheaper than Nice, an Orthodox parish dating from 1928 and a lively harbour crossed by ferry-buses. The Russian-speaking residents of the Var are connected through the shared «Vibe South of France» chat. Below — real addresses and verified facts.
The Russian-speaking community in Toulon
Toulon is not a resort showcase like Nice but a working seaside city: France’s main naval port on the Mediterranean, shipyards, Mont Faron rising above the rooftops, and a large harbour crossed by ferry-buses. That’s precisely why it’s home to people rather than tourists — and housing costs noticeably less than along the Côte d’Azur to the east. According to INSEE, Toulon has about 180,800 residents (2022), making it the third city of the PACA region after Marseille and Nice. The Russian-speaking residents of the Var department — from Toulon itself to Hyères, La Seyne-sur-Mer and Sanary — are connected through the shared «Vibe South of France» chat covering the whole of the South of France.
Just moved? Drop a message in the chat saying you’re in Toulon or somewhere nearby in the Var — people will tell you which of our crowd is nearby, which district is best for finding a flat, how to take the first steps with your paperwork through the Var prefecture (it’s in Toulon) and why, for visa validation and the OFII medical exam, you’ll have to travel to Marseille. The city is big and varied, and a local’s advice saves you weeks.

Events and meetups
We keep the exact schedule in the chat — we don’t invent specific dates. But the meetup formats in the Var are a constant: the sea and the Mourillon beaches right in the city in summer, the climb up Mont Faron (on foot or by funicular) for the panorama of the whole harbour, trips out to the Hyères Islands and Porquerolles, sea outings across the harbour on the Mistral ferry-buses — both transport and a mini-cruise for the price of an ordinary ticket — and get-togethers in the bars of the old centre. Half an hour away are the Cassis calanques and the resort town of Bandol. Live events are announced in the chat.
Moving and paperwork in Toulon
Toulon is the administrative centre of the Var department (83). For the general process of moving to France and the meaning of the abbreviations (ANEF, OFII, CPAM, CAF), see the Relocation section; below are real addresses specifically for the Var.
An important point for newcomers: OFII matters for the Var department are handled by the territorial directorate in Marseille (VLS-TS visa validation, the medical exam, signing the CIR integration contract — all there or online). The titre de séjour (residence permit), on the other hand, is processed at the Var prefecture right in Toulon.

No appointment at the prefecture? Most residence-permit procedures go through the ANEF portal online. The digital reception point for foreigners works by appointment — via the call centre and the var.gouv.fr website. Working routes through department 83 are shared in the chat: when slots appear, what to bring, who has already been through it.
For our people: church, shops, doctors, paperwork
Orthodox church. Toulon’s main and oldest Russian-speaking parish is the Church of the Resurrection of Christ (Église orthodoxe de la Sainte-Résurrection), the Archdiocese of Orthodox Russian Churches in Western Europe within the Patriarchate of Constantinople. Address: 97 rue Centrale, Siblas quarter, 83000 Toulon. Founded in 1928 — one of the oldest Russian Orthodox parishes in the South of France. In 2018 the parish marked its 90th anniversary. The rector is Father Serge. Services: Saturday — vespers at 17:30; Sunday — the hours at 10:00, the Liturgy at 10:30, in Church Slavonic and French. The confirmed schedule of feast days is on the parish website orthodoxetoulon.cerkov.ru.
Groceries. In the centre — Chez Tatiana — La Boutique Russe (5 rue de la Paix, 83000 Toulon): Russian products (sprats, vodka, sweets), plus souvenirs, matryoshkas, icons, crystal. Check the opening hours in advance — the schedule may change. If something isn’t in stock in Toulon, the nearest large Russian shops are in Marseille and Nice.
Russian-speaking doctors. We were unable to confirm individually verified Russian-speaking doctors in Toulon in our research. The practical method: open Doctolib (doctolib.fr), enter «Toulon» and the speciality you need, then in the filters select the language «Russe» (Langues parlées → Russe). The Ukrainian filter works the same way. You can confirm the language of the consultation by phoning the front desk. More in the Directory.
Sworn translators. For Toulon and the whole Var department (83) — the list of court-appointed experts of the Aix-en-Provence Court of Appeal (Cour d’appel d’Aix-en-Provence), whose jurisdiction covers all of PACA. The current list is on the cours-appel.justice.fr website (Aix-en-Provence section → experts judiciaires).
Districts and housing
- Mourillon (Le Mourillon)A former fishing village to the east by the harbour: family-friendly sandy beaches, a seafront, a «village» feel, plenty of naval-officer housing — the most pleasant seaside district.
- Centre / Intra-Muros (Centre-ville)The historic core with the port, the Cours Lafayette market, museums and the train station — the city's business and shopping centre.
- Pont du Las (Pont du Las)A large working-class district to the west: ≈300 shops and services, a market on Place Bidouré, its own media library — a «city within the city».
- Saint-Roch (Saint-Roch)A calm residential and shopping quarter next to the centre and the station, by the City Garden; popular with students thanks to the nearby campus and buses.
- Siblas (Siblas)A residential quarter where, on rue Centrale, stands the Orthodox Church of the Resurrection of Christ — the spiritual centre of Toulon's Russian-speaking community.
Toulon is one of the most affordable major cities in the South of France to rent in: a studio (T1) averages ≈€450–650/month (median rent ≈€19/m²), a one-bedroom (T2) — ≈€650–850/month (median ≈€14/m²); closer to the seafront and the centre it’s pricier (approximate, 2026). The city is uneven: the price and condition of housing depend heavily on the specific street, so don’t rent sight unseen. Without a French guarantor, the Visale state guarantee (visale.fr) opens up renting — a free service for workers and students. Real listings and honest reviews of the districts — in the chat.
Toulon for living and day trips
- The Mourillon beaches (Plages du Mourillon). Urban sandy beaches right within the city limits, sheltered by the harbour: showers, cafés, courts for paddle, volleyball and sailing. Unlike the pebble beaches of Nice — real sand right in the city.
- Mont Faron. The funicular to the top — 6 minutes, departures every 10–20 minutes. Up there: a panorama of the city and the whole Mediterranean, the Memorial to the 1944 Provence Landings, a zoo (fauverie), waymarked hiking trails.
- Ferry-buses (bateaux-bus). The Mistral network — the largest ferry transport network in France. Crossings across the harbour to La Seyne-sur-Mer and Saint-Mandrier: at once public transport and a sea outing across the naval harbour for €1.40.
- The Cours Lafayette market. A daily Provençal market in the heart of the Old Town — fresh vegetables, olives, cheeses, fish from the morning’s catch.
- Day trips: the Hyères Islands and Porquerolles (ferries from Toulon, a national park, untouched beaches); the resort towns of Bandol and Sanary-sur-Mer; Marseille and the Cassis calanques (≈45 min by car); Nice and the Côte d’Azur (≈1.5 h by TGV).
- Train: Toulon is on the main TGV line — Marseille in 30–40 min, Nice about an hour, Paris from 3 h 50 min.
How the chat helps
It’s a living directory for the Var: where to rent and which district won’t let you down, which doctor speaks Russian, where to go with your paperwork (and why OFII is in Marseille while the prefecture is in Toulon), when the next meetup or outing to the Hyères Islands is. There’s no separate Toulon chat — but the «Vibe South of France» community has people all over PACA, including from the Var. Our people answer — free of charge and kindly.
The «Vibe South of France» community chat on Telegram — Toulon and the Var department — come in, introduce yourself, say you’re in Toulon or the Var. It’s free, no spam, real people.
