Russian speakers in Tours (France): shop, schools, permits
Yes, Tours has addresses for Russian speakers: the Russian grocery Masha, Russian at two collèges and a lycée, and a parish of Russian tradition that serves in Rochecorbon, just outside the city. Vibe South of France started in the South, but our chat is open to all of France: say you're in Tours.
Russian-speaking Tours: what’s here
Tours has all three things people ask about first: a Russian grocery, Russian at school and a parish of Russian tradition. One catch: the parish doesn’t serve in Tours itself but in the chapel of neighbouring Rochecorbon, and it’s worth knowing that before Sunday.
Our directory for Tours lists schools with Russian: 3, namely two state collèges and a lycée. Shops: 1. There are no consulates in the city, and no children’s Saturday school that we could check.
The paperwork is all in one city except OFII: the préfecture, CAF and CPAM are here, but when OFII summons you, you travel to Orléans. And the préfecture has two neighbouring addresses on one street; more on that below.
Vibe South of France grew out of a chat for Russian speakers in Montpellier. Our meet-ups still happen in the South, but the chat has long been shared by the whole of France. Post in the chat that you're in Tours and ask which of ours live nearby.
Tours has 139,259 inhabitants (INSEE 2023 census) and is a dense city, with more than 4,000 people per km². Its catchment area is bigger than Angers’: 529,468 people. The city has been growing by 0.4% a year since 2017. Tours is the capital of the Indre-et-Loire département in the Centre-Val de Loire region.

Paperwork: two préfecture addresses, OFII in Orléans
The classic mistake in Tours: the Indre-et-Loire préfecture receives visitors on one street, but at two different numbers. Foreign nationals need number 15 rue Bernard Palissy: that is the immigration service and the PAN E-meraude, where staff help with online applications for a permit. Number 19 is the préfecture’s general reception, for other business. The state directory lists number 15 for the préfecture, so from that entry it’s easy to assume it’s the general entrance.
The immigration service sees people by appointment only, Mon-Fri 8:30-12:00. Two pages of the préfecture’s website say different things about the afternoon, so don’t count on an afternoon slot unless your booking confirms it. The booking link is on the “Séjour” page of the préfecture’s site.
Three rules from the same page will save you a trip:
- residence permits, récépissés and ADPs are not handed out at the desk;
- only complete files are examined;
- documents dropped in the letterbox or handed to the security guard are not registered at all.
A first application for a permit is now taken online only. Depending on the type of permit, it goes through the national ANEF portal or, if the procedure isn’t offered there (a change of status and some others), through the Démarches Numériques platform. When the permit is ready you are told, and you collect it at the préfecture by appointment. Deadlines matter: with a type D visa marked “carte à solliciter dans les 2 mois” apply within 2 months of arrival, and for a renewal apply 2 months before the permit expires. If you’ve already applied, the préfecture warns, don’t book into the PAN or submit a new application.
OFII for Tours is in Orléans, Bâtiment M, 131 rue du Faubourg Bannier. The directorate covers six départements, from Cher to Loiret. The entry is fresh, dated 20 October 2026, but it gives no phone number, only an email.
There is one CAF in the département: the siège on rue Alexander-Fleming, open until 16:00 on weekdays. There is also just one CPAM in Tours, at Champ Girault on rue Édouard-Vaillant, and it opens at 8:15. Appointments are booked through your ameli account.
How all this works step by step is in our guides to the titre de séjour, OFII and visa validation, CAF and APL and the Carte Vitale and Sécu.

Work in Tours: who’s hiring
Employers in the TOURS employment pool (80 communes, all in Indre-et-Loire) plan to hire 16,100 people over 2026. They call 42.1% of those hires hard to fill, almost as many as in France as a whole (43.8%). Seasonal work is rare here, though: 23.0% against 32.2% nationally, so more than three quarters of hiring is not seasonal. The figures come from France Travail’s BMO 2026 survey, carried out in late 2025: employers’ intentions, not vacancies on a job site.
| Occupation | Hiring projects | Hard to fill, by employers’ estimate | Seasonal |
|---|---|---|---|
| Socio-cultural activity leaders (Professionnels de l’animation socioculturelle) | 710 | 26.8% | 71.8% |
| Nursing assistants (Aides-soignants) | 680 | 61.8% | 19.1% |
| Vine and fruit growers (Viticulteurs, arboriculteurs) | 660 | 47.0% | 80.3% |
| Nurses and midwives (Infirmiers et sages-femmes) | 660 | 84.8% | 12.1% |
| Cleaners (Agents d’entretien de locaux) | 600 | 46.7% | 6.7% |
Third and fourth place are shared by vine and fruit growers and nurses, 660 hires each, but the work could hardly be more different: 80% of the growers’ hiring is seasonal, against 12% for the nurses. Nurses also have the highest share of hard-to-fill hires in the top five, 84.8%. If you have a medical qualification, start with our guide to recognition of qualifications: nursing is a regulated profession in France, and with a diploma from outside the EU there is no direct route into it. A little lower down the list are home helps and carers: 520 hires, and almost none of them seasonal (1.9%).
We couldn’t get the unemployment rate for the Tours employment area for the second quarter of 2026, so here is the département: 7.5% in Indre-et-Loire (INSEE, provisional), 7.8% for the Centre-Val de Loire region and 8.1% for mainland France. Tours itself has 88,961 jobs (2023 census): trade, transport and services 50.5%, public administration, education, health and social work 38.5%, industry 7.4%.
Who needs a work permit and how to register with France Travail is in our guide working in France; the minimum and median pay are in salaries in France. We don’t post job ads, but you can always ask in the chat which of our people work in your field.
Housing: renting, buying and HLM
Renting in Tours is cheaper than in Angers and Rennes. On ANIL’s model a flat costs €13.51/m² a month and a T1-T2 €15.46/m², which is about €702 for the reference 52 m² and about €572 for a 37 m² T1-T2 (our own arithmetic). By the same model Angers comes to €757 and €613, and Rennes to €773 and €636.
What these numbers are: ANIL estimates what landlords ask in their ads for an unfurnished flat with charges included, on Q3 2025 data; for Tours the model draws on 37,946 listings. It isn’t the price in a signed lease. The source is credited the way the dataset requires: “Estimations ANIL, à partir des données du Groupe SeLoger et de leboncoin”.
| Commune | All flats, €/m² a month | T1-T2, €/m² a month |
|---|---|---|
| Tours | 13.51 | 15.46 |
| Saint-Avertin | 13.50 | 15.51 |
| Saint-Cyr-sur-Loire | 13.50 | 14.09 |
| La Riche | 13.20 | 15.41 |
| Joué-lès-Tours | 12.78 | 14.55 |
| Chambray-lès-Tours | 12.73 | 15.16 |
| Saint-Pierre-des-Corps | 12.43 | 14.63 |
The suburbs aren’t always cheaper: in Saint-Avertin a T1-T2 is even slightly dearer than in Tours. The biggest gaps are in Saint-Cyr-sur-Loire, where a 37 m² T1-T2 comes out about €50 a month cheaper, and in Saint-Pierre-des-Corps, where whole flats are cheapest of all (our own arithmetic).
There’s no rent cap in Tours. According to the service-public page F1314 (checked on 1 August 2026), outside the Paris region the encadrement des loyers applies only in Bordeaux, part of Grenoble-Alpes Métropole, Lille, Lyon with Villeurbanne, Montpellier and the Pays Basque. A rental file and a guarantor are covered in our guide to renting in France.
Buying an apartment in Tours: price per m² in 2025 sales
The median price of a flat in Tours in 2025 was €2,835/m², about 1.3% more than in 2024 (€2,800). Half of the sales fell between €2,232 and €3,383/m². It’s our own calculation from 1,675 sales in DVF, the tax authority’s open database (DGFiP): only ordinary sales of a single flat, no new builds and the most extreme 1% of prices left out. Tours is roughly 10% cheaper than Angers (€3,136/m²) and almost a quarter cheaper than Rennes (€3,700/m²).
The median sale price was €134,300 and the median flat measured 52 m²; they are separate medians, so don’t divide one by the other. A one-room flat sold at a median €80,000, a two-room at €130,000 and a three-room at €171,000. There were 468 houses, at a median €3,222/m², almost unchanged from 2024, and a median house price of €279,750 for 87 m². Notary costs and housing taxes are in our guide to property in France.
Social housing (HLM) in Tours
At the end of 2025 Tours had 8,727 active applications for social housing, and over the year 1,882 households got a home: roughly 4-5 applications for every one housed (our own calculation). More than six in ten of those housed, 1,159 households, waited less than a year.
Across Tours Métropole Val de Loire about 15.3 thousand applications are in the queue. The délai anormalement long (the official “abnormally long wait”) in Indre-et-Loire is 12 months for a first application and 18 for people who already live in social housing and ask for an exchange. Across the metropolitan area the average age of an application for those who got a home is 14 months, but that includes exchanges; without them it is 12 months, right on the threshold. An expired wait alone isn’t enough for the DALO commission: you also have to prove that your current home doesn’t suit you. You apply at demande-logement-social.gouv.fr; the procedure is in our guide Social housing (HLM). SNE data (data.logement.gouv.fr) as of 27.03.2026.
Just for us: church, grocery, schools
A church of Russian tradition, in Rochecorbon
The Tours parish Saint-Martin-le-Miséricordieux-et-Saint-Georges-le-Victorieux belongs to the Archdiocese of Orthodox Churches of Russian Tradition in Western Europe (Moscow Patriarchate). Since 11 September 2022 all its services, unless announced otherwise, have been held in the Romanesque Saint-Georges chapel, 23 rue Saint-Georges, 37210 Rochecorbon. According to the parish’s website, bus 53 runs there, stop Saint Georges. The address 6 rue Eupatoria in Tours, which turns up on the website and in the calendar, is only a postal one: no services are held there.
Take the timetable from the parish calendar for 2026/2027: the liturgy is on about two Sundays a month at 9:30 (in October 2026: the 4th, 11th and 25th), with vespers the evening before at 18:00. The website page and the archdiocese’s entry give different figures, the second and fourth Sunday at 10:00, but the calendar is newer. In the second half of July and in August there are usually no services. Services are in French.

In Tours itself the church directory has 1: the Romanian parish of Saint-Nectaire-d’Égine in the Chapelle des Lazaristes, 12 rue du Général Meusnier. Services are in French and Romanian. The parish’s blog hasn’t been updated since February 2018 and we found no recent sign of life, so ask in the chat before your first visit. It is part of the Romanian Orthodox Church, and we don’t present it as a Russian parish.

The Russian grocery Masha
Masha is at 8 rue de Montbazon, 37000 Tours, in the Sanitas district. The L’Ours Magazine directory (2023) calls it the Russian grocery of Tours. In the SIRENE state register a business at this address opened on 6 July 2017 and is listed as active, the company filed accounts in June 2026, and on the OpenStreetMap map the shop sits at exactly this address. We haven’t been there ourselves: ask in the chat about hours and about whether there is tvorog and pelmeni right now before you make the trip.

We found no other Russian grocery in Tours, though we went through the state register under “épicerie russe”, “épicerie slave”, “produits russes” and a few more names. Other cities are in the directory of Russian shops, and substitutes for familiar foods are in our guides on tvorog and on buckwheat.
Russian at school: two collèges and a lycée
In Tours you can study Russian in an ordinary state school, without separate Saturday classes.
- Collège Jules Michelet (38 rue Galpin Thiou): Russian is a second foreign language from the 5e, a choice alongside Spanish and German. The collège updated the page with this offer on 29 August 2026.
- Collège Anatole France (1 rue des Amandiers): the staff page of the collège, published on 20 September 2026, lists a Russian teacher. The website doesn’t say from which year or at what level the course runs, so ask when you enrol.
- Lycée Descartes (10 rue des Minimes): Russian is a second language (LVB) or an optional third (LVC) in 2nde, 1re and terminale.
- Collège Anatole France - Russian at a collège. 1 rue des Amandiers, 37000 Tours.

In neighbouring Joué-lès-Tours the register of associations has a Russian-speaking association created in December 2025, but we haven’t yet confirmed that it runs classes for children. If you run a group yourself or take your child to one, tell us in the chat and we’ll check it and add it to the directory of Russian schools. How to enrol a child in a French school is in our guide school and nursery in France.
Consulates
There are no consulates in Tours. The consular sections of Russia, Ukraine, Belarus and Kazakhstan are in Paris, with addresses gathered in our guide to Paris, and phone numbers and how to book are on the pages Russians in France, Ukrainians in France and Post-Soviet diasporas in France.
Train to Paris and the weather

| Paris (Montparnasse) - Saint-Pierre-des-Corps - Tours | TGV INOUI, change to a TER (7-9 min) | ≈1 h 10 min | - |
| Paris (Montparnasse) - Saint-Pierre-des-Corps | OUIGO | ≈56 min | - |
| Paris (Austerlitz) - Tours | OUIGO, slow service | ≈2 h 17 min | - |
Tours has two stations: Tours and Saint-Pierre-des-Corps in the next commune. Some TGVs from Paris stop only at the second, where you change to a TER for Tours (the wait for the connection is 7-9 minutes), and by the SNCF Connect timetable for Sunday 25 October 2026 the journey with a change takes about 1 h 10 min. Direct TGV INOUI trains to Tours itself took 1 h 13 - 1 h 17 min that day, and there were 21 journeys in all. Don’t trust the “0 h 51” in the header of the SNCF page: it’s an OUIGO from Massy TGV to Saint-Pierre-des-Corps, not from Paris. This is one day’s timetable, so check yours in the app before you travel. What awaits you in Paris, from consulates to Russian schools, is in our guide to Paris.
About the weather. At the Météo-France “Tours” station (it stands outside the city limits), the 1991-2020 normals give 12.2 °C on average over the year: January about 5 °C, July about 20 °C. Rainfall is 678 mm and sunshine about 1,885 hours a year, more than in Angers (about 1,845) and Rennes (about 1,760). The winters are colder than in Angers, though: January averages 5.1 °C against 6.0 °C, and there are 36 frost days a year on average, with a record low of -18.5 °C on 29 December 1964. The heat record is 40.8 °C, on 25 July 2019 (the Météo-France climate sheet is in the sources at the bottom).
Our people in Tours and the chat
We haven’t held a meet-up in Tours yet, and we don’t know how many chat members live in the Loire valley. Our community began with a single barbecue near Montpellier on 31 May 2025, and everything since is in Events.
What is the chat good for in Tours? You can ask whether Masha is open this week, who has been to the liturgy in Rochecorbon, how the appointment at 15 rue Bernard Palissy went and how long the wait for the summons from Orléans is. Questions like these are best answered by people who’ve been through it themselves. Say you’re in Tours, and if you’d like to get our people together, suggest a meet-up: that’s how it all started for us.
