In Andorra you pay for treatment yourself, and the CASS social security fund (Caixa Andorrana de Seguretat Social) refunds part of it at its own tariffs with doctors under agreement with CASS: 75% of a visit and 90% of a hospital stay if you go through your family doctor, 33% if you go directly. You can enrol a child in school in any month of the year and for free. 62.8% of Andorra’s residents rent their home, and in 2025 rent averaged €9.9 per square metre a month, while buying cost €4,415.9 per metre at the start of 2026. Andorra is not France and not in the EU, so French rules on health insurance and school don’t apply here: the country has its own social security fund and its own school enrolment. We at Vibe South of France gathered these figures from the pages of the CASS fund (cass.ad), the e-tramits.ad public services portal and the laws in the BOPA official bulletin; anything from the press is labelled as press, and we read it all on 25 and 26 October 2026, the rent statistics and the draft rent law on 29 October. We are not doctors and not insurance agents: check your own case with CASS. You can ask people who live near Andorra in the “Vibe South of France” community chat on Telegram - Andorra, Toulouse, Perpignan and the whole South of France, where we have 700+ members.

Residence permits and quotas are on our page moving to Andorra, salaries, contributions and taxes on work and taxes in Andorra, the language and the road from Toulouse in the guide “Russians in Andorra”. This page is about everyday life: the doctor, the school and a roof over your head.

How does healthcare work in Andorra, and how much does CASS pay back?

In Andorra you pay the doctor, and CASS refunds part of it at its own tariffs (“tarifes de responsabilitat”). The share depends on the route you take. If you go to your designated family doctor (metge referent) and then on their referral, that is the via preferent, and the refund is higher. If you go straight to a specialist without a referral, it is lower. Some services (a dentist, for example) you can see without a referral once you have a designated family doctor; the list is on the CASS page.

How much CASS refunds with doctors and clinics under agreement with CASS (the “Via preferent” page, published 11.08.2026, opened by us 26.10.2026):

WhatVia your family doctorDirectly
Doctor’s visit75%33%
Procedures, tests and prescribed medicines75%60%
Rehabilitation65%60%
Hospital stay90%33%
Maternity (pregnancy and birth)100%33%

The gap hurts most in hospital: 90% against 33%. A referral to a specialist lasts a long time: “La derivació és vàlida durant 18 mesos amb un màxim de 12 visites”, 18 months but no more than 12 visits. In an emergency you need no referral.

The percentages are of the CASS tariff, not of the doctor’s bill. So if the bill is higher than the tariff, on our reading, you pay the difference yourself.

All these percentages apply only if the doctor or clinic has an agreement (conveni) with CASS. Without one, CASS refunds on a base of 20% of its tariff (“sobre la base del 20 % de les tarifes de responsabilitat”, same page). Ask about the agreement before the appointment.

When does CASS health insurance start?

On first registration with CASS, the right to refunds of medical costs starts after 25 days of paid contributions: “Han d’haver cotitzat 25 dies”. After that the condition gets easier with every year of contributions (cass.ad, “Condicions d’abonament de despeses mèdiques”, opened 26.10.2026):

Contribution recordWhat you need for CASS to refund your costs
first registration25 days of paid contributions
from 25 days to 12 months15 paid days in the previous month
from 12 to 36 months10 days over the 2 previous months
from 36 to 60 months5 days over the 3 previous months
60 months or morefrom the first paid day

Accidents at work and occupational diseases have no waiting period: they are covered from day one. An employee is registered by the employer, 7 days before work starts and no later than the first day.

If your job ends, cover continues for 60 days with less than 6 months of contributions, 90 days with 6 to 36 months and 120 days with more than 36 months. There is one condition: you go on living in Andorra or hold a cross-border worker’s permit. Since 19 February 2025 (Llei 4/2025), after a dismissal without cause or on objective grounds, the days declared for notice and compensation count instead, if there are more of them.

The insured person’s family joins CASS as “assegurats indirectes”: a spouse or partner, children and dependants up to and including age 24, grandchildren dependent on such a child, and wards under 18. The conditions: no economic activity of their own, not owning a business or running a company, no pension with medical cover, and legal residence in Andorra (“Residir de manera legal a Andorra”).

Is healthcare free in Andorra? Who gets 100% back

Andorra has no healthcare that is free for everyone, but in a few cases CASS refunds 100% of its tariffs (“S’abonen en el 100% de les tarifes de responsabilitat”, the “Reemborsament fins al 100%” page, 25.10.2026):

  • accidents at work, occupational diseases and maternity;
  • people receiving a solidarity pension;
  • orphans under 18, or under 25 if studying;
  • people with insufficient income: a single person on no more than the minimum wage (the CASS page shows €1,525.33 a month, the minimum for the first half of 2026; since 1 July the minimum wage has been €1,568.66); for a family the whole household’s income counts, and on the same page the threshold for a couple is €2,593.06 a month, and for a couple with two children €4,118.39.

For a list of long-term and costly illnesses, CASS refunds 90% for outpatient care and 100% in hospital. In every case you need a designated doctor, valid CASS rights and no additional insurance that covers the cost (or a certificate that you have waived it). And the main point: the 100% is paid only on the family-doctor route (via preferent); otherwise CASS refunds maternity at 33%. One more small thing that saves money: medical services, the services of doctors under agreement with CASS and medicines that CASS refunds carry no IGI, the tax on purchases; the rate is 0% (Llei 11/2012, Article 59).

What health insurance do you need in Andorra: CASS or private?

Employees and the self-employed are insured by CASS. Without work it is not so easy to get in: voluntary cover in the general branch is open only to people who have lived in Andorra for 10 continuous years before joining, “10 anys immediatament anteriors a l’afiliació” (cass.ad, “Règims especials”). And the residence alone is not enough: only people who have already received a retirement capital (“capital de jubilació”) from CASS can join, or adult members of their family who could be indirectly insured through them. The contribution, according to the same page, is 10% of a base equal to the previous year’s average salary.

So a passive resident, on our reading, needs private insurance, and not only in the first years. That is our conclusion, not a rule from an official page. We could not read the immigration service’s form for residence without work (t2g006 on govern.ad), so we don’t know from the primary source which insurance it requires or for how long. Ask the Servei d’Immigració before you apply. The conditions for passive residence are on our page moving to Andorra.

Where to go in an emergency in Andorra: what is the SAAS?

Public healthcare in Andorra is the SAAS (Servei Andorrà d’Atenció Sanitària): the Nostra Senyora de Meritxell hospital with a maternity ward, emergency department and dialysis, primary care centres (a new one in Canillo) and an emergency unit in Pas de la Casa.

The scale, from the SAAS report for 2025 as retold by the alto.ad news site (03.06.2026, press):

  • 40,116 visits to the main emergency department, and more than 50,500 across all emergency services;
  • 136,039 primary care visits;
  • 476 births;
  • a budget of €113.8 million.

What the SAAS charges a patient without CASS we did not find: we did not open an official page with the tariffs for such cases.

How does the school system work in Andorra?

Andorra has three school systems, Andorran, French and Spanish, plus congregational schools that follow the Spanish curriculum. Schooling is free and compulsory from 6 to 16: “L’ensenyament és gratuït i obligatori des dels 6 fins als 16 anys”. The family chooses a system and applies to the nearest school in it. The Andorran system teaches mainly in Catalan.

To be honest about the source: all of this comes from the 2019 guide of the comú of Andorra la Vella, read via search results. We did not open the government’s official page on how education is organised, so check it before you choose a school.

If your child has already been at school in France, Andorra’s French system is the obvious candidate; how exactly a transfer from a school in France works we have not checked at the primary source. It won’t spare you Catalan, though: you will need A1 and A2 yourself to renew your permit (details on our page moving to Andorra).

How do you enrol a child in school in Andorra?

First enrolment in an Andorran school goes through the e-tramits.ad public services portal (procedure “Inscripció escolar - primera inscripció”, opened by us 25.10.2026):

WhatHow
Cost€0.00
When to applyall year (“Tot l’any”)
Decision within60 working days
Main conditionthe child genuinely lives in Andorra
Nursery school (maternal)the child turns 3 before the end of the school year
In advanceNIA numbers for the child and a parent (requested with form Y5T003)
To apply onlinean electronic certificate
Outside the deadlinewith the ministry’s permission

The residence condition on the procedure page reads: “és obligatori que els alumnes visquin de forma real i efectiva al Principat d’Andorra”, the pupil must really and actually live in Andorra. So, on our reading, you can’t use this procedure to enrol a child in advance while the family still lives in France.

For children turning 3 there is also a spring pre-enrolment: for the 2026-2027 school year it ran from 23 February to 27 March 2026, for all public, semi-private and private schools (alto.ad news site, 06.02.2026). That window has closed; judging by last year, expect the 2027-2028 dates in February-March.

Whether a foreigner first has to register the child with the immigration service or the comú, the e-tramits pages we opened don’t say. Ask when you apply.

Is there a Russian school in Andorra?

We found no Russian school in Andorra confirmed by a second source; the country has three school systems, Andorran, French and Spanish (guide of the comú of Andorra la Vella, 2019). The only mention of classes in Russian we came across rests on a single directory with no second source, so we give no names or addresses. Nor did we find an official list of international schools in Andorra.

If your child studies in Russian in Andorra or travels to classes in France, write in the chat: we’ll check and add it to this page. Russian weekend schools in the South of France are covered on our page school and nursery in France.

How much do apartments in Andorra cost, and what tax do you pay when buying?

The average price of a flat in Andorra in the first quarter of 2026 was €4,415.9 per square metre, 3% more than a year earlier. In the fourth quarter of 2025 it was €4,547.3/m², so over the quarter, by our own calculation, the price fell by about 3%. The source is official statistics as retold by the alto.ad news site (08.05.2026), which does not name the agency.

The price of a flat at the average €4,415.9/m² and the foreigner’s 6% tax on a single home (our own calculation):

Floor areaPrice of the flatTax on foreign investment, 6%
50 m²about €221,000about €13,200
70 m²about €309,000about €18,500
100 m²about €442,000about €26,500

The rates of 6% on a single home and 10% on the second and any further one were set by Llei 2/2026 (in force since 13.02.2026); before that, according to the press, they were 3% and 5%. A resident pays too if they have not lived in Andorra for 3 of the last 10 years. How the tax is calculated and what else you pay when buying is set out on our page work and taxes in Andorra. If you want passive residence through buying property, the threshold is different: more than €800,000 per property (moving to Andorra).

How much does it cost to rent in Andorra?

In 2025 rent in Andorra averaged €9.9 per square metre a month across all agreements and €12.1 for agreements less than a year old (median €12.0). These are official statistics: the Departament d’Estadística’s household budget survey, note A048 of 28 August 2026. A year earlier the figures were €9.4 and €12.8: the average across all agreements went up, the one for recent agreements dipped slightly, and their median barely moved (€11.9 in 2024).

If you are just moving, go by the second figure: it is what people who moved in over the past year pay. The first, on our reading, is pulled down by old agreements that have been extended by law year after year (more on that below).

Most people in Andorra rent: according to the same note, 62.8% of residents live in rented housing.

What that comes to per month (our own calculation from the A048 averages, 2025):

Floor areaAll agreements, €9.9/m²Agreements under a year old, €12.1/m²
50 m²about €495about €605
70 m²about €693about €847

These are national averages: the text of the note gives no breakdown of rent by parish. Private property portals count asking prices in listings, not signed agreements, so their figures can’t be compared with the official ones.

What else is known for certain:

  • residential rent carries no IGI, the tax on purchases: the rate is 0% (Llei 11/2012, Article 59, point 8);
  • a seasonal work permit requires confirmed housing in Andorra: a tenancy agreement, your own property or a certificate from a hotel (Govern information note, PDF of 24.10.2025).

The new rent law: what happens to agreements signed before 2022

Since 2019 about 20,000 tenancy agreements in Andorra have been extended compulsorily by law: a landlord cannot simply decline to renew (today the rule rests on Llei 24/2023). On 11 March 2026 the government tabled a bill that lifts this extension in stages, over four years. According to the alto.ad news site, the Consell General passed the law on 4 June 2026. We found neither the law’s number nor its final text, so the figures below come from the Govern’s presentation of the bill:

Agreement signedor price per m² belowExtension lifted
in 2012 or earlier€6in 2027
in 2013-2015€7in 2028
in 2016-2018€8in 2029
in 2019-2021-in 2030

What this means for a tenant:

  • the landlord gives at least 6 months’ notice that the agreement is ending;
  • a new agreement after the extension is lifted, with you or with a new tenant, runs for 5 years, and the rent under it can rise by no more than the consumer price index (IPC) plus 1 to 6% a year: the cheaper the metre under the old agreement, the higher the percentage (up to €7/m², IPC + 6%; above €12/m², IPC + 1%). The exception is agreements below the price of affordable public housing in their parish (according to the Govern presentation, from €7.95/m² in Canillo to €10.70/m² in Andorra la Vella and Escaldes-Engordany): there the rent can be raised to that price in three equal steps over the first three years, and from the fourth year the cap applies again;
  • the law does not cover agreements signed from 1 January 2022, rents above €2,500 a month, detached houses, or housing rented by residents without a job (passive residence): there the agreement sets the price and the term.

If you are just arriving, your agreement will be new, and the staged lifting of the extension doesn’t concern you. It matters to people renting in Andorra under an agreement from 2021 or earlier.

How people look for housing in France, with a rental file and a guarantor, is on our page renting in France. If you are thinking of living on the French side of the border, prices and the journey are in the guides to Toulouse and Perpignan.

Our chat and Andorra

Vibe South of France is a Russian-speaking community on Telegram with 700+ members: Andorra, Toulouse, Perpignan and the whole South of France. We have no experience of our own of living in Andorra yet, and we say so plainly: Andorra has come up in our chat in just two messages, in a geography quiz on 11 September 2026, and nobody has asked about doctors, schools or renting there. The nearest we have got to the Pyrenees so far was the Slavic Weekend near Toulouse, 30 October - 1 November 2026, with 26 people at the banya on the first evening.

If you have designated a family doctor with CASS, enrolled a child through e-tramits or rented a flat in Andorra, tell us in the chat: how long the school took to answer, what rent cost in your parish, which insurance the immigration service accepted. Right now there are no such answers in Russian, and yours would be the first data of our own on this page.

Frequently asked questions

How does healthcare work in Andorra?
Healthcare in Andorra works on refunds: you pay the doctor, and the CASS social security fund pays back part of it at its own tariffs. With doctors under agreement with CASS, going through your designated family doctor (via preferent) gets a visit refunded at 75%, tests and prescribed medicines at 75%, a hospital stay at 90%; going directly, 33%, 60% and 33% (cass.ad, page of 11.08.2026). The public hospital and emergency care are run by the SAAS, and the main hospital is Nostra Senyora de Meritxell.
Is healthcare free in Andorra?
No, Andorra has no healthcare that is free for everyone: with doctors under agreement with CASS, the fund refunds between 33% and 90% of its tariffs, and you pay the rest. A full 100% applies to accidents at work, occupational diseases, maternity (via your family doctor only), orphans under 18 (under 25 if studying) and people with insufficient income: a single person up to the minimum wage, a family by household income (thresholds in the section below). Medical services carry no IGI (0%).
What health insurance do you need in Andorra?
If you work in Andorra, your employer insures you with CASS; a passive resident, on our reading, needs private insurance. The employer registers the employee 7 days before work starts and no later than the first day. Voluntary cover in the CASS general branch is open only after 10 years of continuous residence in Andorra, and only to someone who has received a CASS retirement capital or to an adult member of their family (cass.ad). We have not checked the immigration service’s insurance requirement at the primary source.
When does CASS health insurance start?
On first registration with CASS, the right to refunds of medical costs starts after 25 days of paid contributions (cass.ad, opened 26.10.2026). Accidents at work and occupational diseases are covered from day one. After five years (60 months) of contributions there is no waiting period at all. If you lose your job and stay in Andorra, cover continues for 60 days with less than 6 months of contributions, 90 days with 6 to 36 months and 120 days with more than 36 months.
How does the school system work in Andorra?
Andorra has three school systems, Andorran, French and Spanish (guide of the comú of Andorra la Vella, 2019), and the family chooses which one the child attends. Schooling is free and compulsory from 6 to 16: “L’ensenyament és gratuït i obligatori des dels 6 fins als 16 anys” (the comú of Andorra la Vella’s 2019 guide; we did not open the government’s official page on the systems). The Andorran system teaches mainly in Catalan.
How do you enrol a child in school in Andorra?
A child’s first school enrolment in Andorra goes through e-tramits.ad, procedure “Inscripció escolar - primera inscripció”: free, all year, decision within 60 working days. The main condition is that the child genuinely lives in Andorra (“visquin de forma real i efectiva al Principat d’Andorra”). You need NIA numbers for the child and a parent in advance, plus an electronic certificate to apply online. Is there a Russian school in Andorra?
Andorra has three school systems, Andorran, French and Spanish (guide of the comú of Andorra la Vella, 2019), and we have not confirmed a Russian school: the only mention of classes in Russian rests on a single directory with no second source, so we give no names or addresses. If your child goes to classes in Russian in Andorra or nearby, write in our chat: we’ll check and add it.

Since 2019 about 20,000 tenancies have been extended by law. A March 2026 Govern bill lifts this in stages: agreements from 2012 or earlier are released in 2027, from 2019-2021 in 2030. Rents may rise by at most CPI plus 1-6% a year; cheap ones may rise to the parish’s public housing price over three years. Agreements from 1 January 2022 and passive residents’ homes are exempt. alto.ad reports the law passed on 4 June 2026; we haven’t read the final text.
