Monaco healthcare, schools and housing 2026: CCSS, CHPG
Health cover in Monaco comes from its social funds: the CCSS opens an employee's rights after 120 hours of work a month and usually refunds 80% of its tariff; without social cover, a day in surgery at the CHPG hospital costs €1,898.66. School is compulsory from 6 to 16. Housing: €57,569/m² (IMSEE, 2025).
In Monaco, health insurance comes from the principality’s social funds, not from the French CPAM: an employee gets rights with the CCSS after 120 hours of work in a month, and the fund usually refunds 80% of its own tariff. Without social insurance you pay the hospital at government rates: a day in surgery at the CHPG costs €1,898.66 in 2026. School is compulsory from 6 to 16 for children who live in the principality, and a square metre of housing averaged €57,569 in 2025. We at Vibe South of France pieced this together from the Monaco government’s portals, the social funds’ website, the Journal de Monaco and the IMSEE statistics office’s report; anything from the press is labelled as press. We are not doctors or insurance agents, so check your own case with the fund. You can ask people who live and work near the principality in the “Vibe South of France” community chat on Telegram - Monaco, Nice, Menton and the whole South of France, where we have 700+ members.
The residence card, the visa D and citizenship are on our page moving to Monaco, salaries and hiring on jobs and salaries in Monaco, taxes on Monaco taxes, and who lives there and where the people who work there sleep in the guide “Russians in Monaco”. This page is about everyday life: the doctor, the hospital, school, a roof over your head and the commute from Nice.

How does healthcare work in Monaco: CCSS and CAMTI
In Monaco two funds under one roof, the Caisses Sociales de Monaco, provide health insurance: the CCSS for employees and the CAMTI for the self-employed. The funds’ website splits its sections for insured people into employee, self-employed, unemployed, pensioner and disabled. There is no section for a resident who doesn’t work and lives on savings. That is worth knowing before you move.
An employee’s rights don’t open on day one. You need 120 hours of work in a calendar month or in the previous 30 days (“de 120 heures de travail ou assimilées au cours du mois civil ou des trente jours précédents”), or 200 hours in a quarter. The employee gets a CCSS number together with the work permit, which the employer arranges through the Service de l’Emploi.
How much comes back: “This rate is generally 80%… However, the rate is 100% if the insured comes under one of the cases for exemption from patient contribution” (Caisses Sociales de Monaco, English page on doctors). In other words, as a rule 80% for treatment outside hospital, and 100% when you are exempt from the patient contribution. The share is of the tariff, not of the bill: a doctor who has no agreement with the fund isn’t bound on fees, and on our reading you pay the difference yourself. Ask about the agreement before the appointment, just as you would in France.
You show your insurance card (carte d’immatriculation) to the doctor, the dentist, the pharmacist and every specialist under agreement; according to the funds’ newsletter for October 2026, you need it to get your refunds (“Afin de pouvoir bénéficier de mes remboursements, je dois justifier de ma couverture sociale”). There is a digital card in your online account. The fund receives visitors at 11 rue Louis Notari, Mon-Fri 8:30-12:00 and 13:30-17:00.
Which family members are insured with the employee
A husband or wife, if they “habituellement résider en Principauté ou dans les Alpes-Maritimes”, don’t work and have no rights in another scheme. Children up to 21, or up to 26 if they study at an educational institution in the principality and the head of the family lives in Monaco; they too must live in Monaco or the Alpes-Maritimes, unless they are studying or being treated elsewhere. The fund applies the same residence rule to the family of an unemployed person who was previously insured (page for the unemployed, opened 29.10.2026).
The practical upshot: a family can live in Menton or Nice and keep its Monaco insurance. If the family lives in Italy, in Ventimiglia, the residence condition, on our reading, is not met: the page doesn’t cover that case, so ask the fund.
Do you need health insurance for a Monaco residence card without a job?
The honest answer: we don’t know from the primary source. The MonServicePublic portal lists the conditions for a residence card (the page “How to apply for a residence permit”, opened 29.10.2026): housing big enough for everyone who will live with you; sufficient funds (if a relative or partner supports you, you bring their declaration of support and proof of their income; in every other case, a reference from a Monaco bank no more than a month old, or other proof agreed with the Section des Résidents; the bank decides what sum is enough); a criminal record certificate and a birth certificate no more than three months old; a passport, with a visa D for non-EEA nationals. The first card costs €80. Health insurance does not appear on this list at all.
Private guides and agencies write that insurance is “compulsory”. We don’t repeat that: the government portal doesn’t say it. The funds’ website has no section for a resident without a job either, and the pages we opened don’t explain how such a resident gets insured with the funds. MonServicePublic has sections on state medical aid (aide médicale de l’État) and on subsidiary cover (Couverture Médicale Subsidiaire), but we haven’t opened their conditions. Before you apply, ask the Section des Résidents, the French consulate where you get your visa D and the Caisses Sociales which policy they expect from you.
The CHPG hospital: address, emergencies and the cost without insurance
The principality’s hospital is the Centre Hospitalier Princesse Grace (CHPG), 1, avenue Pasteur. The emergency phone number on the hospital’s website is +377 97 98 97 69; the “Accès au CHPG” page gives no separate address for the emergency department.
If you have no social insurance, or only a private policy, the CHPG charges your stay at daily rates set by the government from 1 January 2026 (Journal de Monaco No. 8782, 16.01.2026). Here are a few lines from that table, per day:
| Ward | Per day, € |
|---|---|
| Intensive care (Réanimation) | 3,413.12 |
| Neonatology (Néonatalogie) | 2,634.71 |
| Surgery (Chirurgie indifférenciée) | 1,898.66 |
| Outpatient dialysis (Dialyse ambulatoire) | 1,360.00 |
| Psychiatry (Psychiatrie) | 1,075.00 |
| Follow-up care (Moyen séjour) | 577.47 |
By our own calculation, three days in surgery without insurance come to €5,695.98 for the stay alone. The table has 27 lines; we show six. The text gives no prices for a consultation or an emergency visit, and we didn’t find them in the other sources we opened either. So if you are going to Monaco with a private policy, check whether it covers the hospital at these rates.
School in Monaco: age, enrolment and the derogation
School is compulsory from 6 to 16 for Monegasques and for every child who lives in Monaco: “All children aged six to sixteen who are Monegasque nationals or living in Monaco must be enrolled” (MonServicePublic, English version of the page). The first year takes children who are already 6 or turn 6 in the first term of the school year. Your state school is set by the district where you live.
Primary school enrolment for 2026-2027 ran from Monday 5 January to Friday 13 March 2026 inclusive. Online, through MonGuichet.mc; on paper, only by appointment at the school office. A resident attaches the guardian’s document and proof of residence: a valid carte de séjour or, if it is more than six months old, a certificat de résidence. If French is not the child’s first language, they take a level test.
Secondary schools have their own deadlines. According to Monaco Tribune (06.01.2026, press), the Collège Charles III took applications from 1 May to 19 June, and the lycées from 12 January to 19 June. As of 29 October 2026 we had not seen the 2027-2028 dates; as a guide, this year’s campaign ran from January to March.
If you live in France
A school in Monaco is not closed to a child from Nice, Menton or Beausoleil, but they won’t be admitted automatically. Monaco Tribune (06.01.2026, press) reported that families living outside Monaco ask the DENJS for a derogation by 1 May 2026. The official page doesn’t say how many places go to non-resident children; it does say that in allocating places in primary schools, priority goes to children who live in the school’s area (Monegasques and residents) and applied on time. If you live in Monaco and want a school outside your own district, the letter to the DENJS is also due by 1 May, and while you wait for the answer the child stays enrolled in the district school.
Whether state school is free, the page doesn’t say outright: it doesn’t mention an enrolment fee at all. So we don’t claim it either. Besides state schools and private schools under contract with the state, there is also the private International School of Monaco (ISM); we haven’t checked its programmes and terms on the school’s website. We found no Russian school in Monaco; weekend schools in France are on our page school and nursery in France.
Housing in Monaco: what IMSEE counts and what it doesn’t
A square metre in Monaco averaged €57,569 in 2025, and more than €70,000 in Larvotto (“the price per square metre stands at €57,569 and even exceeds €70,000 in the Larvotto district”, IMSEE, Real Estate Observatory 2025, February 2026; we opened the PDF on 29.10.2026). IMSEE puts recently built homes at €65,602 per metre. Prices by district and a comparison with Menton are in the guide “Russians in Monaco”.
What the guide doesn’t have is how the market breaks down. In 2025 there were 493 sales worth €5.9 billion. New-build sales numbered just 64, but came to €2.6 billion. There were 429 resales, 17.5% more than a year earlier, worth a record €3.2 billion; the average resale price, according to the report’s table of contents, rose to €7.6 million. Put another way, for every new-build sale there were almost seven resales (our calculation: 429 to 64).
The report has no rent statistics: the observatory counts only sales of private housing. We don’t take rent figures from blogs and agencies. For a residence card, you prove your housing with an electricity contract or your latest electricity bill, and then depending on your situation: a tenant adds a lease registered with the Monaco tax office (Direction des Services Fiscaux), an owner the notarial deed (MonServicePublic). How leases and rental files work in France, if you decide to live on the other side of the border, is on our page renting in France.
How to get from Nice to Monaco: bus 600 and the train
Many people work in Monaco and live in France, so the commute is part of the budget. Bus 600 Nice - Monaco - Menton belongs to the Zou! Proximité network, and the Zou! fares leaflet (June 2026) gives one fare grid for it:
| Ticket | Price |
|---|---|
| 1 journey | €2.20 |
| 1 journey with a Zou! Malin card | €1.50 |
| 10 journeys | €15.40 |
| Month | €33 |
| Year | €347 |
| Zou! Malin card | €20 a year, 30% off a single ticket on bus and train |
| Ticket from the driver | plus €0.40 |
The leaflet has no separate line for route 600, so we applied the Proximité grid. By our own calculation, if you travel there and back 20 days a month, single tickets come to €88, €60 with a Malin card, and a monthly pass to €33. A year at €347 is €49 cheaper than twelve months at €33. In February 2026 Monaco Tribune reported €2.10 with a contactless card; the operator’s leaflet is more recent, so go by that.
The TER train from Nice takes about 20 minutes, with more than 50 trains a day (Oceanographic Museum of Monaco leaflet, April 2026). We haven’t checked the train fare against an official source, so we don’t give it. There is also the Pass Sud Azur for 3, 7, 14, 30 or 365 days of unlimited travel on the Alpes-Maritimes and Monaco networks, but the leaflet gives no prices.

Our chat and Monaco
Vibe South of France is a Russian-speaking community on Telegram with 700+ members: Monaco, Nice, Menton and the whole South of France. We have no experience of our own with Monaco’s doctors and schools yet, and we say so plainly: Monaco has rarely come up in the chat, and nobody has asked about the funds, the CHPG or school enrolment. We haven’t held a meet-up on the Côte d’Azur yet either.
If you already have a CCSS card, have been a patient at the CHPG or have asked the DENJS for a derogation, tell us in the chat: how long the school took to answer, which policy was accepted for your residence card, which is quicker at eight in the morning, the 600 or the train. There are no such answers in Russian right now, and yours would be the first data of our own on this page.
